This project consists of constructing an asphaltic concrete area
adjacent to Taxiway ''B'' which will include an array of spray nozzles
connecting by underground recessed piping to a 5,000 gallon
underground storage tank and two (2) 1,000 GPM pumps. Contaminated
rinse water will be pumped to the sanitary sewer system. The Aircraft
Rinse Rack System will be capable of rinsing F-16 and C-130 aircraft.
Critical Path Method (Network Analysis System) is not required. Bid
documents are available on or about 21 March 1996. Costs are as
follows: Plans half size $8.00. Specifications $42.00. Estimated cost
of work is between $500,000 and $1,000,000. THIS IS A COMPETITIVE 8(A)
SET-ASIDE. This procurement is a Competitive 8(a) Set-Aside as
established by Section 8(a) of the Small Business Act (15 U.S.C.
637(a). Only those firms meeting the Small Business Administration's
(SBA) criterion, and have previously been certified by the SBA as an
''8(a) Contractor,'' are eligible to compete for this procurement and
ultimately be awarded by a subcontractor from the SBA. It has been
determined by the SBA that competition will be restricted to 8(a) firms
which have SIC Code 1629 among their approved SIC Codes and which are
located in Florida and serviced by SBA District Office located in
