16 -- MODIFICATION TO PIONEER RPV GROUND CONTROL SPECIALIST POC Contact, FRANK FISHER, Phone (703)604-0757 The Naval Air Systems Command (NAVAIR) intends to issue fixed price engineering change proposal (ECP)modifications under NAVAIR contract N0019-94-C-0249 for modification of Pioneer Remotely Piloted Vehicle (RPV) Ground Control Station (GCS) equipment. The changes are being undertaken to improve the GCS reliability, maintainability, and logistics support. The changes will consist of:(1) upgrade the current air conditioner for the Pioneer Tracking Control Unit(TCU) to provide additional cooling capability; and (2) upgrade the Pioneer Portable Control Station (PCS) to provide automatic tracking of a Pioneer air vehicle by the PCS directional antenna azimuth pointing angle at the PCS Internal Pilot station. NAVAIR intends to negotiate the proposed modification on a sole source basis with Pioneer UAV, Inc. (PUI),Hunt Valley,MD. PUI is the prime contractor for contracting for the PIONEER RPV. Only PUI has access to the necessary drawings, proprietary data and technical expertise necessary to perform the required effort.
