The U.S. Army Construction Engineering Research Laboratories (USACERL) requires subscription services for on-line access via the Internet to the full text of the daily Federal Register and the daily Code of Federal Regulations (CFR). The Federal Register shall be searchable by volume (year), issuing agency, date or range of dates, enabling law, CFR Title/Part, docket number, ''deadline'' of action in announcement, type of announcement, Federal Register citation, and any word or phrase. On-line access to the CFR shall be available for all fifty titles of the CFR, and all ''Final Rules'' shall be codified daily from the Federal Register to the CFR dataset. Information shall be searchable by CFR citation. Word-searching the full text of a single section, part, title, or all 50 titles shall be permitted. Retrieved information shall be viewable and printable. Rights shall be granted to the customer base of the Department of Defense (DoD) users from the Defense Environmental Network and Information eXchange (DENIX) bulletin board system for the information to be freely copied, printed, and downloaded to a user's remote workstation or personal computer. Access to both subscriptions shall be granted to any four (4) concurrent DoD users from the DENIX bulletin board system customer base for a period of one (1) year. USACERL intends to award a sole source purchase order to Legi-Slate, Inc. in accordance with FAR 6.302-1. Request for Quotation (RFQ) DACA88-96-Q-0175 will be issued on or about 21 Mar 96 with the closing date on or about 04 Apr 96.
