Laboratory is interested in receiving proposals for the research effort
entitled ''Infrared Techniques Experiments (ITE)'' described below.
This solicitation and resulting award shall be made in accordance with
the Research and Development Streamlined Contracting Procedures
(RDSCP) described in DFARS 235.70. This is the solicitation, there will
be no formal RFP or RFQ. The name, address and telephone number of the
representative of the contracting officer for this solicitation is
shown as POC above. This solicitation consists of this notice, any
subsequent amendments, and a supplemental package which is available by
writing to the above address. Offerors who did not respond to synopsis
AAK 96-01 published 95AUG10 should provide, in writing, their complete
address information to Wright Laboratory (see above address) in order
to receive any subsequent amendments and the supplemental package (if
applicable). All of the mandatory terms, clauses and provisions at
DFARS 235.7006, Research and Development Streamlined Contracting
format, and the following optional items are incorporated by reference:

solicitation includes clauses and provisions from FAR 1990 edition
updated through FAC 90-31 and DFARS 1991 edition updated through DAC
91-6. The standard evaluation factors found in Section M of DFARS
235.7006 apply, but are modified as stated herein. Provision M.2
Evaluation Procedures and Basis for Award, subparagraph (A)(l),(2),(3),
and (4) are modified as follows: (A) Technical. (l) Technical Approach.
The soundness of the offeror's technical approach, including the
offeror's demonstrated understanding of the technical requirement,
which includes a discussion of the following:(a)The degree to which the
proposal demonstrates a thorough understanding of laser infrared
countermeasures technology and techniques as they relate to airborne
systems. (b) The degree to which the proposal demonstrates a thorough
understanding of the Government's existing Laser IRCM Development (LID)
Range and its capabilities. (c)The soundness of the approach for
performing analyses to show the technical feasibility of the proposed
approach. (d) The soundness of approach for the design and fabrication
of LID Range modifications. (e) The soundness of the approach for the
static and dynamic testing of infrared and electro-optic threats.
(f)The soundness of the approach for the analysis of the experimental
data.(g) How all administrative requirements will be adequately
satisfied. (h) How all technical requirements will be adequately
satisfied. (i) The offeror shall identify and fully substantiate any
exceptions taken to the requirements. (2)QUALIFICATION. The experience
and qualifications of the proposed personnel relevant to the proposed
task. The quantity and quality of the offeror's corporate experience
relevant to the proposed task. (3) MANAGEMENT. The degree to which the
offeror demonstrates the ability to effectively and efficiently manage
and administer the program to a successful conclusion, including the
offeror's experience for the extent to which it is applicable to this
project. (4) FACILITIES. The degree to which the proposed facilities
enable accomplishment of the proposed effort including the likelihood
that the offeror's proposed equipment shall be evaluated for adequacy
to accomplish the technical objectives. A Cost Plus Fixed Fee
(Completion) type contract is contemplated. The estimated period of
performance is 60 months commencing on or about 96JUN15 which includes
4 months for writing and reviewing the final report. It is expected
that this contract will be awarded based upon a determination that
there is adequate price competition, therefore, the offeror is not
required to submit or certify cost or pricing data with its proposal.
If, after receipt of the proposals, the Contracting Officer determines
that adequate price competition does not exist in accordance with FAR
15.804-3, the offeror shall provide certified cost or pricing data as
required by the Contracting Officer. To be responsive to this
solicitation, submit 6 copies of your Technical proposal no later than
1500 hours, 96APR09, addressed to: WRIGHT LABORATORY BLDG 7, Attn:
DAWN M. ROSS, WL/AAKR, 2530 C ST AREA B, WRIGHT-PATTERSON AFB OH
45433-7607, 513-255-6908. Submit 2 copies of your Cost proposal and one
copy of your Small and Small Disadvantaged Business Subcontracting Plan
(if applicable) no later than 1500 hours, 96APR23, to the same address.
The page limitations for technical and cost proposals are specified in
DFARS 252.235-7006 (L.24). A Contract Security Classification
Specification (DD Form 254) is in the supplemental package. The DD Form
1423, Contract Data Requirements List, is included in the supplemental
package. Also, included in the supplemental package is a list of
Government equipment that will be available as part of base support.
The technical requirements, including the reporting requirements, are
contained in the supplemental package. The objective of this effort is
to develop countermeasure (CM) techniques to protect aircraft against
