C -- INDEFINITE QUANTITY CONTRACT FOR ENVIRONMENTAL SUPPORT SERVICES IN HAWAII AND GUAM SOL 052571-96-A-0014 DUE 041496 POC Kayode Kadara, Project Manager, (415)794-6156. The United States Postal Service (USPS) intends to award one or more Indefinite Quantity Contracts for Environmental Support Services in Hawaii and Guam. The support services will include but not be limited to design, coordination and monitoring for removal and replacement of Underground Storage Tanks (USTs); soil/groundwater resources evaluation, design, and remediation; hazardous waste management; transport, treatment and disposal of contaminated soils generated as a result of subsurface investigations; environmental and health risk assessments, including NEPA assessments, Phase 1 and Phase 2 site assessments; and coordination of environmental training required by the USPS. The contract will be for two years with three one-year renewal options, and cannot exceed a total value of $1,000,000. Individual work orders will be for at least $500 and cannot exceed $100,000 per task. The total award for a twenty-Four month period cannot exceed $500,000. Offers must have a minimum of five years recent experience in design and engineering relative to compliance with environmental laws and regulations including UST; soil/groundwater evaluation and remediation; environmental site assessments; NEPA; and performance of risk assessments. Preference will be given to offerors who have demonstrated capability and experience in environmental functions requested in this bulletin and who have adequately staffed offices and personnel to meet the needs of the Postal Service. Consideration will be given to offerors who are located in, and show a record of satisfactory performance in the State of Hawaii or the Territories of Guam. Staffing must minimally include one of the following professionals: registered Geologist, registered Hydrogeologist, registered Civil Engineer, environmental planner, Biologist an Chemist. Prior to award, offerors must show evidence of a minimum liability insurance for Errors and Omissions of $1,000,000. Interested offerors must submit a completed form SF255 ''Architect/Engineer and Realated Services Questionnaire for Specific Project'', and SF254 ''Architect/Engineer and Related Services Questionnaire'' The USPS encourages Minority/Women Business Enterprise participation. Responses must be received by 3:00 pm on March 13, 1996. It is prohibited to pay any fee, commission, percentage, or brokerage fee to any person or firm contingent upon or resulting from award of a contract for this work. Submissions will not be retained or returned. Please submit your SF254s and SF255s by U S Postal Service Certified Mail/Return Receipt Requested if you want acknowledgment of receipt of your forms.
