Officer, (602) 379-6760. The U.S. Department of Interior, Bureau of
Indian Affairs (BIA), requires Architect-Engineer (AE) services for the
preparation of an Environmental Impact Statement (EIS) document in
compliance with the National Environmental Policy Act of 1969 (NEPA),
as amended, and other federal and state regulations for the proposed
improvement of the existing Diamond Bar Road. Diamond Bar Road begins
on the Pearce Ferry Road, crossing Bureau of Land Management (BLM) and
private lands, to connect with BIA Route 1, on the Hualapai Indian
Reservation, Mohave County, Arizona. Period of performance 510 calendar
days. Firm-fixed price contract. Contractor must meet BLM and BIA
technical review standards. Anticipated environmental issues include
endangered species, and the unique vegetation in the area. Alternatives
to be analyzed in the EIS will be developed by the contractor and will
include the data necessary to evaluate alternatives. Extensive public
involvement will be necessary and presentations to other agencies and
the public will be required. The evaluation criteria for selection, in
descending order of importance, are: (1) Professional qualifications
necessary for satisfactory performance of required services; (2)
Specialized experience and technical competence in the type of work
required; (3) Capacity to accomplish the work in the required time; (4)
Past performance on contracts with Government agencies and private
industry in terms of cost control, quality of work, and compliance with
performance schedules; (5) Location in the general geographical area of
the project and knowledge of the locality of the project; provided,
that application of this criterion leaves an appropriate number of
qualified firms, given the nature and size of the project; and (6)
Demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy in efficiency in facility design.
Architect-Engineer firms desiring consideration for selection shall
submit completed SF-254 and SF-255 by April 8, 1996, 4:30 p.m., local
time. This procurement is limited to Indian/Alaska Native Economic
Enterprises who meet the requirements of the Buy Indian Act, 25 U.S.C.
