BASE SYSTEM (MRDBS) SOL MDA908-96-R-0011 DUE 053196 POC Contract
Specialist, IDA LOGSDON, (202) 231-8290 17. The Virginia Contracting
Activity, on behald of the Defense Intelligence Agency, intends to
award a Cost-Plus-Fixed-Fee contract with a base period and two option
years. The contract will continue software development of an automated
MASINT Requirements Data Base System (MRDBS). During year 1, the vendor
will port the existing system from an INGRES built data base,
FrameMaker reports generated, system operating in an X-windows (MOTIF)
environment under Solaris 1.x (SUN-OS 4.1.3) to a target system
projected to run under Solaris 2.x, in an X-windows(MOTIF) environment
utilizing Oracle or SYBASE and Interleaf if possible. The vendor shall
monitor system performance during the first two years and make final
recommendations for hardware updates in year three to maximize system
performance. The vendor will also research, document and implement an
interface to DoDIIS to provide approx. 30 remote users access to the
MRDBS. The vendor will investigate the use of replication data base
servers as a means of posting a version of the MRDBS data base out to
Intelink and he will develop/acquire a communications front-end package
to permit electronic posting of requirement messages directly into
designated fields of the requirements in the data base. During year 2,
the vendor will provide access for approx. 50 additional remote users.
The vendor will research, develop and implement an interface to The
Joint Collection Management Tool (JCMT) and the National Target
Signature Data System (NTSDS). The vendor will also develop a
communication package affording CMO the opportunity to pass the status
of an existing requirement back to the requester after it leaves CMO.
During year 3, the vendor will provide access for an additional 20
remote users. The vendor will research, document and implement an
interface to Coliseum and will add graphics and mapping tools to allow
the user to plot requirements and corresponding targets. The vendor
will also investigate/add optical storage & retrieval to improve system
performance. In addition to the above described tasks, the vendor will
be responsible for maintaining and testing all application software
and correcting any deficiencies in the system identified by the user.
The vendor will provide software configuration management on all
developed application software to track version releases, updates etc.
and will provide updates and licenses for all MRDBS related
commercial-off-the-shelf software over the duration of the contract.
The vendor will also develop a package for training users in any added
or new functionality. A Statement of Work will be provided with the
Solicitation. A copy of the solicitation MDA908-96-R-0011 will be
available on or about 05/31/96. Oral presentations will be made by each
of the respondents on its submission in accordance with the
instructions outlined in the solicitation. Vendors desiring a copy of
the solicitation are required to furnish a self-addressed gummed label
with their letter requesting the document. Interested Vendors must
request a copy not later than ten calendar days from date of
publication in the Commerce Business Daily. Vendors MUST include a
facsimile number, if available, in their letter. Telephone requests
