U.S. Department of Energy, Office of Declassification, has a need for
support services in the area computer automation. Such support would be
technical, analytical, data entry, and administrative services
(including the development of hardware/software tools) to assist in
evolving from a stand-alone computer environment to a Local Area
Network (LAN) environment. The LAN will be composed of custom and
off-the-shelf software tools to enhance accuracy, efficiency, and
timeliness. All personnel positions require a DOE ''Q'' or a DOD Top
Secret (SCI) security clearance. All classified work will be performed
at Government furnished facilities (principal location - Germantown,
MD). Some unclassified work may be done at the Contractor's facilities.
A fixed-rate completion type contract with a one-year base and 4
one-year options is contemplated. The maximum annual level of effort to
be required is appoximately 77,000 direct productive labor hours. This
acquisition has been reserved exclusively for competition under the
Small Business Administration's 8(a) program. The Standard Industrial
Classification (SIC) code is 7379. The solicitation will become
available in approximately 30 days for downloading from the DOE
Business Communications Center on the FedWorld Bulletin Board. The
FedWorld Bulletin Board number is 703-321-3339 (accessible via the
''Business, Trade and Labor Mall''). The solicitation will also be
available through the Internet on the ''Doing Business with DOE'', home
page via the Business Communications Center ''Access to the FedWorld

available from FedWorld Help Desk at 703-487-4608. Prospective offerors
who do not have electronic means for obtaining or downloading the
solicitation through the FedWorld/ Internet system may submit a written
request to the Contracting Officer for a copy of the solicitation to be
downloaded onto an MS-DOS formatted high density 3-1/2'' diskette
provided by the requester. The requester must include a self-addressed
stamped envelope suitable for the return of the diskette. No paper
copies of the solicitation will be provided. All offerors interested in
being notified when the actual solicitation and related amendments are
released, should notify Katharine Minker by E-Mail (perferred) at
katharine.minker@hq.doe.gov or the above phone number. Such
notification must include your name, company address, E-mail address
(preferred) or fax number and the desired solicitation number. The
Contract Specialist will transmit messages via E-Mail or fax when the
solicitation is released. Notification of amendemnts will only be to
those offerors that submit an intent to submit an offer. It is the
responsibility of prospective offerors to notify the Contract
Specialist of their intent to submit an offer. Without such
notification, prospective offerors may not be informed when amendments
and other solicitation related information is posted to the
