This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be used. Offers are due no later than 4:30 p.m. local time, fifteen (15) days after publication of this synopsis in the commerce business daily (CBD). If fifteen (15) days after publication of this notice in the CBD occurs on a Saturday, Sunday, then the offers are due by 4:30 p.m. local time, on the next business day subsequent to the Saturday or Sunday. This is a request for proposal, number SP4410-96-R-1004. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-34. This solicitation may result in multiple awards. The clin structure for the contract(s), will be set up for each DRMO as one man day of labor for each labor category at the man day price included in an offerors price proposal. Each day is 8 1/2 hours long, including a 1/2 hour lunch break. The Defense Reutilization and Marketing Service (DRMS) has an ongoing requirement for temporary help at Defense Reutilization and Marketing Offices (DRMOs) on military bases in the following states and cities and/or military bases: Fairbanks, AK; Mountain Home AFB, ID; CA - McClellan, Alameda, Stockton, Imperial Beach, Oceanside; TX - Reese AFB, Ft Bliss, Hooks, Kelly AFB, Corpus Christi, Dyess AFB; Tinker AFB, OK; Ft Polk, LA; Nellis, NV; McConnel, KS; Mechanicsburg, PA; GA - Ft Benning, Robins AFB; Great Lakes, IL; Memphis, TN; Dover AFB, DE; Groton, CT; Portsmouth, NH; Brunswick, ME; and Watervliet NY. Hill, UT; Ft Chaffee, AR; Fort Hood, TX; Vandenburg AFB, CA; March AFB, CA; Ellsworth AFB, SD; Rock Island, IL; Tuscon, AZ; Norfolk, VA; Savanna, IL; Wright Patterson AFB, OH; Philadelphia, PA; Portsmouth, VA; Fort Stewart, GA; Jacksonville, FL; Eglin AFB, FL; Forest Park, GA; Patrick AFB, FL. Street addresses will be provided in the contract. Other locations within the United States may be added as required. DRMS is responsible for managing the DoD surplus property program. This property is processed at the DRMOs located on major military installations. Upon receipt of a task order the contractor shall provide the personnel within timeframes as short as twenty-four (24) hours who possess the necessary skills to perform the following functions: unloading, receiving, sorting/segregation, data entry, demilitarization, releasing property, document preparation, sales preparation/assisting in the conduct of local/zones sales. The above stated tasks would be performed by warehouse specialists, key entry operator I (data entry), and shipping/receiving clerks as defined by the Department of Labor in the Service Contract Act Directory of Occupations. The number and type of workers required and man days needed, will be specified in each task order. The Government will provide on-the-job training for each task. The Government shall provide the necessary work space and equipment for temporary employees to perform the assigned duties. The contractor is required to provide all personal safety equipment required by temporary employees (hard hats, steel toed positions may include, but is not limited to, the following: standing, walking, bending, stooping, pushing and pulling material and carrying supplies, materials, and equipment weighing up to 50 pounds. The contractor (s) are responsible for providing workmen compensation insurance for all temporary employees. The maximum time limit for using the same individual of a temporary employee is forth-five (45) work days in a six (6) month period. This will be firm fixed price indefinite quantities type contract. The minimum and maximum contract amount will be $2,500 and $950,000, respectively. Delivery shall take place in accordance with each task order. Offerors shall submit offers for a minimum of ten locations, except for Alaska. Offerors for Alaska need not submit an offer for locations outside of Alaska. Contract award will be made to the responsible offeror(s) whose offer conforms to the solicitation, and demonstrates the best value to the Government in terms of past performance and price. At the DRMOs the offeror is submitting an offer for, offerors shall submit hourly wage rates for the following labor categories: warehouse specialists, key entry operator I, and shipping/receiving clerks. For evaluation purposes, lowest price for each DRMO will be determined by multiplying the hourly wage rate times the number of workers and days as follows: warehouse specialists - 10 workers, 20 days; key entry operator i - 2 workers, 45 days; and shipping/receiving clerks - 10 workers, 20 days. The prices for all three categories will then be added together to find the lowest price for each location. Department of Labor wage determinations apply to this acquisition. These determinations will be made available to offerors upon request. The Government will evaluate the quality of the offerors upon request. The Government will evaluate the quality of the offerors past performance over the past two years. Offerors shall submit past performance information for the previous two years, including company names and points of contacts, for the same or similar services. The assessment of the offeror's past performance will be used as a means of evaluating the capability of the offeror. In investigating an offeror's past performance, the Government will consider information in the offeror's proposal and any information which may be obtained from other sources. The Government is seeking to determine whether the offeror has consistently demonstrated commitments to customer satisfaction and timely, quality service on the same or similar services. This is a matter of judgment. Offeror's remaining in the competitive range may be given an opportunity to address especially unfavorable reports of past performance and the offeror's response, or lack thereof, will be taken into consideration. Past performance and price are equal in importance in the evaluation. Contract award will be in accordance with FAR 52.215-16, Contract Award, Alternate II. (061)
