The Office of the Comptroller of the Currency (OCC) requires the services of a qualified contractor to provide employee benefit program consultation to the agency Human Resources staff, starting on or around July 1, 1996. OCC employee benefit programs include all federal benefit programs as well as OCC-sponsored dental and vision care, long-term disability, and group life insurance programs. OCC also has a flexible spending account program. The contractor will assist OCC with maintaining and monitoring the service quality, financial integrity, currency of benefits and legal compliance of benefit programs. The contractor must be familiar with federal government wide initiatives such as the Government Restructuring Act of 1994, and must have demonstrated knowledge of the Federal Institution Reform, Recovery, and Enforcement Act (FIRREA). The contractor must have skills and abilities to assist OCC with FIRREA Section 1206 compliance. A fixed rate, labor-hour, indefinite delivery, indefinite quantity contract with a base year plus four option years is contemplated.
