Transit Administration. The American Public Transit Association (APTA)
is requesting proposals from qualified firms to develop a
consensus-based comprehensive set of technical specifications for the
standard 35 and 40 foot heavy duty, urban bus based upon both
performance and design standards, as appropriate, and to produce
guidelines for incorporating optional additions to or deviations from
the baseline specification. Copies of the RFP may be requested by mail
or fax (202/898-4029). APTA reserves the right to accept any proposal
or reject any and all proposals on such basis as the purchaser, APTA,
deems to be in its best interest. All contractors must certify that
they are not an ineligible contractor listed on the U.S. Comptroller
General's Debarred Bidders list. APTA hereby notifies proposers that it
will affirmatively ensure that Disadvantaged and Women's Business
Enterprises will be offered full opportunity to submit proposals in
response to this invitation, and that they will not be discriminated
against on the grounds of gender, race, color or national origin in
