ICBM System Program Office (SPO) is anticipating an effort to convert
from the Associate Contractor concept of weapons system life cycle
management for the Minuteman and Peacekeeper weapons systems, with the
government as the integrator; to a single prime contractor responsible
for weapons systems integration, assessment and sustainment, excluding
depot level maintenance and repair. It is the government's intent to
waive the Organizational Conflicts of Interest clause in the current
TRW-ICBM Systems Engineering/Technical Assistance contract, since
application of that clause is, in this instance, viewed as prejudicial
to the government's best interest. In the event TRW bids on the
effort, an approved mitigation plan outlining how TRW will comply with
FAR 9.505, as well as a government surveillance plan, will be on
record prior to their proposal preparations. The proposed plan to
mitigate use of proprietary data or source selection information levies
restrictions on participation of TRW's proposal team as well as
movement and communications between the TRW SE/TA personnel and TRW's
proposal team. The plan also addresses the use of: 1) training of TRW
personnel; 2) written conflict of interest agreements with employees
and; 3) provisions for disciplinary actions. The government team
assigned to work this acquisition will be government employees only.
SE/TA participation will not be used. The government team has been, and
will continue to be, physically separated from the rest of the SPO,
including all TRW SE/TA personnel. The scope of ICBM management work
associated with this effort includes: 1) systems
engineering/integration; 2) sustaining engineering; 3) systems test
activities; 4) future weapon system modifications, and (5) Total System
Performance Responsibility. The SPO is seeking contractors interested
in bidding on this effort. To be considered a viable candidate,
respondents shall: 1) demonstrate in-depth knowledge of, and experience
with, ICBM systems and sub-systems; 2) have prior experience in
sustaining ICBMs through logistics and engineering activities; and 3)
have recent experience in integration of weapon systems. The top level
program documentation bibliography and current contract list will be
available 15 Mar 96. Known potential candidates include: Boeing Defense
& Space Group, Lockheed Martin Astronautics, Loral Command & Control
Systems, Rockwell International Corp, TRW Strategic Systems Division.
