ANNOUNCEMENT. Reconnaissance/Intelligence Ground Systems (R/IGS)
Products and Services Program (RPS). Industry day announcement for the
acquisition of the Reconnaissance and Intelligence Products and
Services. All inquiries shall be directed to Ms. Diane O'Neil, Contract
Negotiator, 617-271-7349. The contracting officer is Mr. Dan Gorman,
617-271-8846. The Government is interested in purchasing Reconnaissance
and Intelligence Ground Stations compliant with the Common Imagery
Ground/Surface Systems (CIG/SS) COTS based open systems architecture
standards developed by the Defense Airborne Reconnaissance Office
(DARO). These products and services will encompass at least the
following areas: 1) Design, prototyping, testing and fielding of
national, tactical and theater imagery ground systems, 2) Imagery
ground subsystems, 3) Communications and data links, 4) Site surveys,
integration and installation, 5) COTS upgrades, 6) Logistics support
and sustainability, 7) Requests for change. Potential products may
include: Tactical Exploitation Group (TEG), Tactical Input Segment
(TIS) for the US Navy, Squadron Ground Stations (SGS) and Unmanned
Aerial Vehicles (UAV) Ground Stations. Potential offerors will be
required to have staff personnel with TS/SCI and SAR clearances and
facility and storage capability in accordance with the Industrial
Security Manual by contract award. In accordance with FAR 6.302-6,
foreign participation on this contract is not authorized. A offerors
library will be located at Phillips Lab on Hanscom AFB, MA, and will be
accessible to contractors by appointment, Monday through Friday, 0900
to 1600, excluding holidays. Appointments must be made at least five
(5) days in advance of the desired appointment date, through the
contracting officer. The library will be open on or about 10 March
1996. Unclassified information will be available via the Hanscom
Electronic Bulletin Board (HERBB). It can be reached by calling
617-271-0500 or via the Hanscom AFB World Wide Web page. Industry
comments will be accepted via HERBB or the contracting officer. An
industry day is being scheduled for 19 March 1996 starting at 0900. The
location will be at the MITRE complex in Bedford, MA, in conference
room 1S100. The industry day will be held at the unclassified level.
The agenda will consist of a Government description of the requirements
of the program and a discussion of the risks associated with those
requirements. These discussions will in a open forum to encourage
industry dialog. On 20 March through 29 March 1996, time will be set
aside for the individual offerors to meet with the Government one on
one. These discussions will be limited to approximately one hour and
will center on the understanding of the requirements and the associated
risks. After industry day, a sources sought announcement will be issued
requesting interested offerors submit a statement of their
qualifications and supporting documentation. This synopsis is for
planning purposes only, and does not constitute and IFB or an RFP, nor
does its issuance restrict the Government as to the ultimate
acquisition approach. The information you provide will be evaluated to
identify qualified potential offerors. The Government does not intend
to award a contract on the basis of this notice, or to otherwise pay
for any information solicited. Queries regarding this procurement to
