is contemplating the procurement of the services of a FITNESS
PROFESSIONAL to operate a wellness program in the Cincinnati, Ohio area
and desires to assess competitive alternatives. The Cincinnati EPA's
fitness facility is located at 26 W. Martin L. King Drive. The
potential total audience for the wellness program is about 500 federal
employees. Approximately 200 of these employees are currently members
of the Wellness Center. The contractor will be responsible for the
development and operation of the Wellness Center Program. The primary
objective of the program is to improve employee health and fitness. The
program should be conducted in such a way that it will also create
greater employee awareness of health and fitness issues. EPA will
contribute space and facilities for the Wellness Center. EPA will
permit the contractor to use office equipment and furnishings.
Additionally, EPA owns an assortment of exercise equipment which will
be provided to the program. The contractor may use a selection of its
own equipment with EPA's approval. However, EPA shall bear no cost for
the use of the contractor's equipment, nor shall EPA accept any
liability for maintenance, service, repair, or replacement of this
equipment. The contractor will select and provide the type of recorded
music appropriate for the specific exercise classes. The contractor
will provide qualified staff to operate the Wellness Center during the
hours of : Monday and Wednesday, 10:00 a.m. - 6:30 p.m.; and Tuesday,
Thursday, and Friday, 6:30 a.m. - 3:30 p.m. The contractor will
provide periodic 30 minute exercise classes and/or seminars twice a
week at EPA's suburban Cincinnati (Norwood, OH) facility. These classes
are typically presented between 11:00 a.m. and 1:00 p.m. The contractor
will give aerobics and other exercise classes appropriate to meet
employee needs and interests at both facilities. EPA's suburban
Cincinnati location does not have facilities to house exercise
equipment. The contractor will periodically perform safety checks and
minor maintenance of exercise equipment. The contractor will provide
materials necessary for the operation of the Wellness Center facility
and programs. The contractor will be responsible for tagging out
equipment requiring repair until it is safe to use. The contractor will
periodically produce publicity in order to maintain awareness of the
facility and programs. The contractor will provide health promotion
programs/seminars, including relevant educational materials and books
to promote awareness of the effect of life style on health. These
programs will be coordinated with the on site U.S. Public Health
Service Health Unit and be subject to the approval of EPA. The
contractor will ensure that the appropriate approved medical clearance
has been received as a prerequisite to membership. Other evaluations
will be conducted by the contractor on medically approved applicants in
order to assure proper clearance of employees prior to membership and
participation in the physical activity component of the program. The
contractor will develop exercise prescriptions and provide orientation
and instruction prior to participation in the physical activity
segment of the program. This may include instances of assisting members
in a physician sponsored rehabilitation program. The contractor will
make reassessments every six months of each member's medical status and
fitness progress. Monthly reassessments may be necessary for
individuals regarded as high risk members. The contractor will give
recommendations regarding proposed operational hours adjustments or
programmatic changes. Additionally, the contractor will produce data,
evaluations, current membership information, and any other information
regarding the utilization of services on a monthly basis. The
contractor will develop quality assurance procedures as an integral
part of each component of the program. The contractor will provide the
appropriate computer and software to produce the required reports. The
contractor will provide full time staff equivalent to between 1.5 to
2.0 persons. The staff will include the designation of a Wellness
Coordinator to manage the program development, scheduling and oversight
of all Wellness Center activities. All staff positions require
successful completion of a basic first aid course and current CPR
certification. Additionally, any staff member who instructs fitness
classes must be certified through the International Dance and Exercise
Association (IDEA), the Aerobic and Fitness Association of America
(AFAA), the American College of Sports Medicine (ACSM), or the
equivalent professional association. Also, a minimum of one year of
instructor experience is required. The purpose of this synopsis is
determine the amount of capability in the marketplace to support this
requirement. THIS IS NOT A REQUEST FOR PROPOSAL. The Government will
determine the extent of competition for this procurement based on the
evaluation of the responses to this announcement. To ensure adequate
competition among qualified offerors it is requested that all
interested firms submit information which will establish the viability
of their company and present their capabilities to perform the
Government's requirements as set forth above. As a minimum, the
capability statements should include company profile information and
additionally should address the following points: 1) experience in
operating wellness /fitness programs, showing size and scope; and 2)
proficiency of staff to perform the requirements outlined above.
CAPABILITY STATEMENTS SHOULD BE 15 PAGES OR LESS. DO NOT SEND A
PROPOSAL. Firms responding this synopsis shall clearly indicate their
size status. The capability statements should be mailed to U.S.
