A -- MULTIBAND, INTER/INTRA TEAM RADIO (MBITR) POC See Below The United States Special Operations Command (USSOCOM) is conducting a Market Investigation (MI) to determine the current state-of-the-art technology for a handheld multiband, inter/intra team radio (MBITR) system and to solicit industry comments on an abridged performance specification. This MI will be followed by a request for proposals (RFP) o/a 8 May 1996. As a result of this RFP, USSOCOM anticipates awarding one or more cost sharing RDT&E contracts for limited development/modification of existing commercial products (4th Qtr FY96) to be followed by a down selection to a single production contractor (2nd Qtr FY98). Industry comments are solicited concerning the feasibility and availability of commercial products, with a very limited developmental effort, to achieve the MBITR capabilities in the desired time. The MBITR is a miniaturized/lightweight handheld team radio that; will operate on a user selected frequency from 30 to 512 MHz; will weight less than 3 pounds w/battery (3 lbs required/1.5 lbs desired); be smaller than 50 cubic inches w/battery box (50 required/25 desired); iniclude embedded COMSEC (required VINSON 12/16Kbs encryption rate & Fascinator Compatible); required selectable power output in all bands from .1 to 5 Watts in .1 Watt increments; required night vision goggle (NVG) compatibility for all displays; required waterproofing in sea water to 66 feet for 2 hours; required air drop operation from 30,000 Feet); required climatic designs from -22 to 140 degrees F; and required 5, 12.5 and/or 25 KHz channel spacing in selected bands. The MBITR will enhance Special Operations Forces (SOF) communications by replacing multiple handheld radios such as the AN/PRC-126, AN/PRC-68, SABER I/II/III, MX 300S, MX-300R, MX-350 and Scope Shield II. The MBITR will enhance communications interoperability among SOF and conventional units and will reduce the types and quantities of handheld radios currently required to support SOF missions. The feasibility of evolving the MBITR to support requirements currently met by single channel manpack type radios such as the AN/PRC-119 (SINCGARS), AN/PRC-113 (Have Quick II) and AN/PSC-3/5/7 (UHF SATCOM), as well as an LPI/D capability should be addressed.
