B -- ECONOMIC STUDY TO DETERMINE THE COMPARABLE INDUSTRY STANDARD FOR FACILITY AND INFRASTRUCTURE INVESTMENT SOL F49642-96-Q1013 DUE 032596 POC RAMONA L. RADTKE/CONTRACTING OFFICER, (202) 767-8099 The 11 Contracting Squadron intends to procure on a sole source basis with the Civil Engineering Research Foundation (CERF), 1015 15th Street, NW, Suite 600, Washington DC 20005, a non-profit institution and affiliate of the American Society of Civil Engineers (ASCE). This is a simplified acquisition with a nine (9) week performance period. This decision is based on FAR 6.3021(a)(1), ''Only one responsible source and no other supplies or services will satisfy agency requirements'', 10 U.S.C. 2304(c)(1). This requirement will provide the staff of the Air Force Civil Engineer the assistance of an independent, impartial civil engineering research organization that has demonstrated an ability to access the facility and infrastructure investment records of private companies and municipalities and solicit voluntary participation of various experts in order to accomplish engineering studies and research. The contractor will work with the staff of the Air Force Civil Engineer to accomplish the following tasks: 1) Analyze and report the conclusions of a review of literature relevant to the Air Force Level of Investment (LOI) determination process; 2) Conduct a benchmarking study of organizations that allocate funding for the maintenance and repair of facilities and infrastructures on a scale and in a manner comparable to Air Force; 3) Determine and present a composite real property LOI industry standard suitable for use by the Air Force in the LOI determination process; and, 4) Prepare a comprehensive final report that meets the generally acknowledged and accepted standards of the professional engineering community. All responsible sources may submit a quote which shall be considered by the agency. Any information provided in response to this synopsis shall be done so completely at the respondent's expense, become the property of the Government, and shall not be returned. (0066)
