(A-E) contract services for National Design, Construction and Building
Modernization Programs, Nationwide for GSA, NCR. This procurement is
being made under the Small Business Competitiveness Program. The
procurement is open to small and large business concerns. The contract
calls for the firm to have a strong business management philosophy and
multiple disciplinary capability for providing the integrated design
solutions and expert management counsel. The project will include:
planning and programming, feasibility and economic building analysis,
studies and investigations, conceptual design, design development and
design management, budget and cost estimating for prospectus planning,
plans and specifications for construction bidding, and cost control
management of the Public Buildings Services (PBS) buildings program.
The A-E team disciplines shall include: architectural, interior space
planning, site and landscape design, structural, seismic, mechanical,
electrical and fire safety engineering, handicapped accessibility,
elevators, telecommunications, historic preservation and asbestos
abatement. Examples of projects: (1) Value Management Studies, (2)
Post-Occupancy Evaluations, (3) Evaluation of Conceptual Designs, (4)
Evaluation of Developer Proposals, (5) Cost Ratio Study for GSA Rental
Rate Determination, and (6) Other Technical Studies Involving
Preliminary Design and Costing. Prospective projects will be required
on an as needed basis. The duration of the contract shall be for one
(1) base contract period and two (2) renewal one-year option periods.
The maximum order limitation shall be not to exceed (NTE) $750,000 for
the base contract period and an additional NTE $750,000 for each
one-year option periods. The total aggregate amount NTE $2,250,000 for
the base contract plus the two renewal option periods. One or more
work orders may be awarded simultaneously. Consideration for the
contract will be limited to firms, joint ventures (either with
consultants) demonstrating capability to coordinate the required
services in their own active production offices located in the
Continental United States and the National Capital Region (NCR) or the
Baltimore area. The boundaries of the GSA NCR consist of District of
Columbia; Montgomery and Prince Georges counties in MD; the cities of
Alexandria, Falls Church and Fairfax in VA; and the counties of
Arlington, Fairfax, Prince William, and Loudoun in VA. There will be no
travel allowed to projects within NCR for firms located within the NCR
or the Baltimore area. All travel costs incurred in the performance of
this contract and its delivery orders are subject to FAR 31.205-46 and
the Federal Travel Regulations, incorporated herein by reference.
Evaluation criteria for selection are listed in descending order of
importance: I. PROFESSIONAL QUALIFICATIONS (30%). A. Team Experience on
similar projects. B. Relevant individual experience and professional
qualifications at each geographic location. C. Does the firm have
adequate staff to perform simultaneously at least two (2) projects,
requiring the primary disciplines indicated for this contract? II.
SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE (25%). A. Does the firm
have capability for providing integrated design solutions, expert
management and economic investment counsel? B. The firms's knowledge
and experience in methodologies and application of economics common to
the building industry. C. The firm's recent experience in
design-build, lease-purchase and other state-of- the-art building
construction programs. III. PAST PERFORMANCE (25%). A. Demonstrated
ability (project examples and client feedback) based on recent
projects. B. Effective solutions to complex design problems, including
preservations of the integrity of the building systems and effective
cost control. C. Cost control, quality of work, and compliance with
performance schedules. IV. CAPABILITIES OF THE FIRM (20%). A. Capacity
to accomplish all project services in the required time. B. Location
of firm and knowledge of locality in proposed project area. C. Firms
responding should provide at least three (3) examples demonstrating
their experience and ability with a list of names, addresses, and
telephone numbers of client contact in each geographic area. The
project examples shall be bound in 8'' x 11'' format. Firms having the
capabilities to perform the services described in this announcement
are invited to respond by submitting an SF-254's (for firm and joint
venture and team consultants), and SF-255 along with a letter of
interest identifying the project solicitation number to: GSA, NCR, ROB,
7th & D Stes., SW, Bid Room 1701, Washington, DC, 20407 by 3:30 PM
local time due date list for this notice. The following information
must be on the outside of each submittal package: (1) Solicitation
Number and Title, (2) Due Date and (3) Closing Time. Late responses are
subject to FAR Provision 52.215-10. Each SF-255 submitted should
contain the following certification as last entry under Item 10: ''I
hereby certify that the firm (joint venture) meets the geographic
limitations stated in the CBD Announcement for this contract.'' Also,
include in Block 10 on SF-255 information on any computer design
capabilities. An SF-254 is considered current if it is not more than
one (1) year old from the date of the corresponding CBD synopsis.
Specify in Block 4 on each SF-254 whether the firm is: (A) Small
Business Concern (including its affiliates having an average annual
sales or receipts for its preceding three fiscal years not in excess of
$2.5 million); (B) Small Disadvantaged Business or (C) Woman- Owned
Business. Before award of this contract, the A-E (if not a small
business concern) shall be required to present an acceptable Small
Business, Small Disadvantaged Business, and Woman-Owned Business
Subcontracting Plan, in accordance with Public Law 95-507. Small and
Disadvantaged firms are encouraged to participate as prime contractors
or as members of joint ventures with other small businesses and all
interested contractors are reminded that the successful contractor will
be expected to place subcontracts to the maximum practicable extent
with small and disadvantaged business firms in accordance with the
