BASE MAPS AND RELATED PRODUCTS SOL DACW29-96-R-0016 POC Contract

P. Sloan at (504) 862-1163 1. CONTRACT INFORMATION: A-E services are
required for topographic and hydrographic surveys, mapping and related
graphic and digital services for the Atchafalaya River Hydrographic
Survey Book, Navigation Maps and Plan Maps, and the Atchafalaya Basin
Levee Base Maps and REEGIS Data Set. This announcment is open to all
businesses regardless of size. A firm fixed-price contract between
$1,000,000 and $3,000,000 will be negotiated. The contract is
anticipated to be awarded in August 1996 and work completed by July
1998. If a large business is selected for this contract, it must comply
with FAR 52.219-9 regarding the requirement for a subcontracting plan
on that part of the work it intends to subcontract. The plan is not
required with this submittal. 2. PROJECT INFORMATION: Services shall
include automated hydrographic surveys; use of DGPS; topographic
surveys; scanning; photogrammetric mapping; development of GIS data in
Corps REEGIS format; CADD drafting and plotting; processing and
recording data on CD-ROM disks; and photographic reproduction for the
updating and production of about 137 Atchafalaya River hydrographic
survey map sheets with overlays, 33 navigation maps of the Atchafalaya
River with overlays, 185 Atchafalaya Basin levee base maps with
overlays, 24 Atchafalaya River plan maps with overlays and about 20
associated indexes, legends and miscellaneous sheets. Surveys shall
consist of about 1455 hydrographic survey ranges that cross the
Atchafalaya River and channels and about 2930 overbank survey ranges
adjacent to the Atchafalaya River. Automated positioning and sounding
systems shall be used for hydrographic surveys, except that
conventional methods may be used at obstructions. All survey data for
each range, no matter how the data are obtained, shall be edited,
combined, and furnished on 3 1/2 inch 1.5 megabyte, high density floppy
diskettes that are compatible with DOS based computer systems. The
survey shall be stamped and certified by a registered land surveyor as
to the required accuracy. The contractor shall utilize aerial
photography and photogrammetric control provided by the government in
addition to his own surveys to produce mapping of the required accuracy
and quality. The CADD/GIS system used must be directly compatible with
the Intergraph CADD/GIS or translatable to the Intergraph Microstation
(Version 5.0) and MGE system (Version 5) with Oracle database (Version
7). 3. SELECTION CRITERIA: The selection criteria are listed below in
order of precedence (first by major criterion and then by each
sub-criterion). Criteria 1-7 are primary. Criteria 8-10 are secondary
and will only be used as ''tie-breakers'' among technically equal
firms. (1) Specialized experience and technical competence (to include
key personnel and firm) in the type of work requried. (2) Capacity to
accomplish the work in the required time. All major items of equipment
and key personnel available for project assignment must be listed along
with other pertinent data. To be considered for selection a firm must
demonstrate in its SF 255 the availability of at least the following:
Registered land surveyor (1); 4-person shore control/topographic survey
crews (3); 2-person automated hydrographic survey crews (2); certified
photogrammetrist (1); computer specialist (1); cartographic
technicians (4); cartographic draftspersons (2); engineering
technicians (computer) (2); draftspersons (6); stereoplotter operators
(4); photo technicians (1); automated positioning and sounding systems
(2) boat, 21' or longer (2); scanner capable of 800 DPI (1); analytical
stereoplotters (2); and computer and plotter for processing survey data
and capable of producing a position plot. (3) Knowledge of the project
locality. (4) Past performance on contracts in terms of cost control,
quality of work, and compliance with performance schedules. (5)
Professional qualifications necessary for satisfactory performance of
required services. (6) Quality control plan. (7) Safety plan and
performance (manhours lost to accidents in the last 100,000 manhours of
work by firm). (8) Geographic proximity to Atchafalaya Basin and New
Orleans District Headquarters. (9) Extent of participation (measured as
a percentage of total contract) by Small Business, Small Disadvantaged
Business, Historically Black Colleges and Universities and Minority
Institutions. (10) Volume of DOD Work. 4. SUBMISSION REQUIREMENTS: See
Note 24 general submission requirements. Firms which meet the
requirements described in this announcement are invited to submit 5
copies of SF 254 and 255 (11/92 edition) for the prime and all
subcontractors and consultants not later than 30 days after the date of
this publication. Address the minimum personnel and equipment
requirements and each of the Selection Criteria in BLock 10 of the SF
255. For criteria (6) and (7), comprehensive outlines of safety and
quality control plans will be satisfactory. Complete plans will be
required after contract award. Safety performance data (manhours lost)
must be submitted, including data for any subcontractors. If the 30th
day is a Saturday or Sunday, or a Federal Holiday, the due date is the
close of business the next business day. For courier deliveries, the

Prytania Street, New Orleans, LA 70118-1030. The more highly qualified
firms will be required to make in-person presentations to the
selecting officials at the New Orleans District, to describe their
approach to the accomplishement of the project. Presentation shall be
limited to less than 1 1/2 hrs. Evaluation factors for this in-house
presentation portion shall be forwarded upon receipt of SF 254's and SF
