(303)969-5932 This is a partial set-aside acquisition. Central Federal
Lands Highway Division (CFLHD) of the Federal Highway Administration,
anticipates a maximum of five individual contract awards; up to two
awards are planned non-set-aside; up to three awards are planned
set-asides for Small Business. Each contract is to operate with
individually negotiated task orders issued in accordance with the terms
of the contract. Each contract awarded will consist of 1 base year with
the potential of four 1-year options. A guaranteed contract minimum of
$5,000 will be provided with a maximum value of the contract not to
exceed a five year total of $2.5 million for small business or $5.0
million for large business. Small business, for the principal nature of
services required, is defined by SIC code 8711, ''Other Engineering
Services''. Specific task order limitations will be a point of
discussion and agreement during the initial negotiation. Geotechnical
services are required for indefinite delivery - indefinite quantity
type contracts to perform geotechnical investigations in support of
highway & bridge design and other pertinent highway work. This work
will be associated with Federally funded projects for various Federal
agencies (National Park Service, Forest Service, Bureau of Indian
Affairs, Military, etc.). The predominant geographic area includes but
is not limited to the following states: North Dakota, South Dakota,
Nebraska, Kansas, Oklahoma, Texas, New Mexico, Colorado, Wyoming, Utah,
Arizona, Nevada, California, and Hawaii. Firms will be required to
perform the predominant amount of work with in-house forces and must
demonstrate their ability to satisfactorily accomplish all work items
(either in-house or through qualified subcontractors). Specific task
orders will be negotiated as needed to provide geotechnical
investigations, analysis, and reports (these may be item specific or
included within a general task order for the geotechnical design of a
particular highway segment), pavement design, foundation design,
retaining wall design, cut and fill slope ratio recommendations, cut
and fill shrink/swell factors, identification of geologicql hazqards,
rock slope stability, geotechnical instrumentation, culvert condition
surveys, soil stability, landslide investigations, laboratory testing
and analysis (including source data and compliance with construction
specifications), and other geotechnical concerns. Agency coordination,
document preparation, and other public/agency involvement may be
required. Geotechnical services shall be performed in accordance with
current AASHTO policy, Federal Lands Highway procedures, and/or
specific project requirements as determined by the CFLHD. Development
and preparation of certain permit applications may be required. Plans
and drawings shall be delivered in an Intergraph Microstation CAD
format unless otherwise noted in individual task orders. Firms must
comply with Equal Employment Opportunity (EEO) requirements, in
accordance with FAR 22.8. Large businesses will be required to submit
a subcontracting plan, in accordance with FAR 19.702. All firms
responding to this request will be evaluated on the following criteria:
(1) Specialized experience and technical competence in the type of work
required; (2) Professional qualifications; (3) Capacity to perform the
work in a high quality and timely manner; (4) Past performance in
terms of quality, cost control, and timeliness: (5) Proximity of firm's
facilities to CFLHD; and (6) Demonstrated success in prescribing the
use of recovered materials and achieving waste reduction and energy
efficiency in highway design. Firms desiring to be considered must
submit two copies of completed SF 254 and SF 255. Only responses
received in this office by 3:30 p.m., April 9, 1996, local time, will
be considered. No other general notification to firms will be made and
no further action is required. This is not a request for proposal. No
solicitation package is available. Selection of firms for award will
