Commerce (DOC), Office of Systems and Telecommunications Management
(OSTM), has a requirement for an Internet Services Provider (ISP). The
contractor shall provide telecommunication services between OSTM and
the ISP via a 10MB or higher connection speed. Connections between the
ISP and the Internet Network Access Points shall be multiple,
redundant, and high speed (T3 or higher). The contractor shall provide
network monitoring and management 24 hours per day, seven days a week.
This service will be provided by network management professionals.
Network management will include but no be limited to: immediate
reporting of problems to OSTM;, resolution of all network problems
between the ISP and OSTM up to and including any ISP-provided or
ISP-required equipment at OSTM's site; availability to OSTM staff by
telephone and electronic mail at all times; and providing technical
information required for configuration of OSTM networking equipment and
software. The contractor shall provide secondary domain name service
(DNS) and OSTM will maintain primary DNS. The Government may exercise
an option requiring the ISP to provide primary DNS support. The
services provided should be able to to support OSTM's existing block of
TCP/IP addresses and not require use of the ISP's addresses. The
services provided shall also allow OSTM to determine which
organizational entities and physical locations within DOC will have
access to the Internet. The solicitation will be issued on or about
March 25, 1996. The anticipated period of performance will be for a
12-month base period and seven options, pending availability of funds.
