DOCS3 includes Direct Site Operations & Maintenance to sites located world-wide, Depot Support Services, Training, System Adaptation, and Post Deployment Software Support for DSCS Operation Control related hardware/software. This acquisition will be conducted on a full and open competition basis unless sufficient information is provided by two or more interested small businesses that (1) are capable of performing 51% of the requirements, (2) demonstrate an ability to manage teams of diverse talents and capabilities for requirements located world-wide, and (3) have the ability to address every aspect of the Statement of Work (SOW). Information regarding small business capabilities will be required no later than the submission date for comments on the draft SOW. The resultant contract will be a cost-plus-fixed-fee hybrid with a 1 year basic and four 1 year options and shall include (if not set-aside for small business) small business and small disadvantaged subcontracting goals of 15% and 5% respectively (for a combined total of 20%) based upon the total value of the contract.
