PROKO, (215)697-9621 FISC Norfolk Detachment Philadelphia intends to acquire contractor engineering technical services and maintenance services for the Naval Aviation Engineering Technical Services Unit. The proposed procurement is for 168 man months of service, with 84 of these man months beginning 1 November 1996 and ending 31 October 1997, and the remaining 84 consisting of the option year beginning 1 November 1997 and ending 31 October 1998. The proposed period of performance represents the minimum needs of the Government. The services to be provided are to various fleet and shore activities for the purpose of informing, training, and instructing Navy personnel in the installatiion, operation, and maintenance of the AN/ASN-150 and AN/ASN-123 tactical navigational equipment manufactured by the OEM, Litton Systems. There are a total of seven tasks in all, whose locations are identified in the solicitation. The effort for these tasks will be covered by a new contract or a provisional extension to the existing contract. The eventual contract action is for services that the Government intends to solicit and negotiate with Litton Systems under the authority of FAR 6.302-1. Litton is the OEM and only known source with the required technical and engineering expertise to perform these required services. Interested parties who contend that they are technically qualified should submit, within 45 days from publication of this announcement, specific factual data, including but not limited to technical resumes, management experience, and other pertinent information as desired to be used as an evaluation basis to determine competence to successfully perform the required services. All technical proposals received within this timeframe will be considered by the Government. The Government reserves the right not to open this requirement for competition based upon technical notices received in response to this announcement. Technical responses received as a result of this announcement will normally be considered solely for the purpose of whether to conduct a competitive procurement.
