William W. Thompson, (615)327-5315 Furnish necessary labor, supplies,
telecommunication access charges, supervision, and equipment to perform
medical transcription services for the VA Medical Center, Nashville,
TN. The term of the contract will be for one year with two 1 year
option years. All requests for the proposal will be in writing.
Solicitation packages will be available on or about March 20, 1996.
Proposal due date is on or about April 22, 1996. This is a small
business set aside solicitation with the SIC code of 7338. The size
standard is $3.5 million. The work will be performed at the successful
contractor's remote location which is unknown at this time. Contract
work will be performed in accordance with Service Contract Act. Service
contract volume of work is approximately 920,000 lines per year with a
possible line count variation of plus or minus 20 percent depending
upon work load. The contractor must have the capacity to transcribe
work under the contract for up to a maximum of 8000 lines per day . The
contract requires that the contractor complete the transcription work
within specified turn-around times which ranges from one hour to 48
hours. This is a performance based contract with reductions in contract
payments for the contractor's failure to meet either turn around times
or quality control standards. Medical center personnel will dictate
into the Medical Center's Lanier Voice Writer 4800 OS Central Dictation
System. The contractor will have direct access to the central dictation
system and access the dictated material directly from the central
dictation system then transcribe the material directly into the Medical
Center's DCHP computer system (also know as ''telestaffing''). The
Re-recording by the contractor will not be allowed. The contractor is
solely responsible for resolving all technical issues and achieving
successful transmission and interfacing with the Medical Center's
central dictaion system and DHCP computer system. Contract award will
be based on the following selction factors with each factor
progressively less heavily weighted then the previous factor. 1.
Offeror's current or recent medical transcription contracts; 2.
Offeror's current staffing level; 3, Offeror's equipment capabilities;
and 4, Price - based on per line price. There will be sub-selection
factors within the major selection factors. Offerors will be required
to submit with their initial offers, the following information: their
contract experience; staffing rosters; equipment capabilities; and a
