AGENCY INTERIM FACNET CAPABILITIES POC: U.S. Information Agency, Office

Georgia Hubert, Chief, Policy and Procedures. This is to announce that
the U.S. Information Agency has implemented interim Federal
Acquisition Computer Network (FACNET) in accordance with Federal
Acquisition Regulation (FAR) 4.505-1 and the Federal Acquisition
Streamlining Act of 1994. The Agency has successfully demonstrated an
Electronic Commerce/Electronic Data Interchange (EC/EDI) capability
that conforms to the requirements established by the Federal
Acquisition Streamlining Act of 1994. The simplified acquisition
procedures in FAR Part 13 will be used for purchases exceeding $2,500
but less than $100,000. The Acting Agency Procurement Executive, Edward
G. Muller, has authorized a class exemption for contracts with
individuals, and contracts for performance in remote overseas locations
where local vendors have not been identified with EC/EDI capability. As
of April 15, 1996, all responses to solicitations issued by the office
through FACNET, must be submitted through FACNET unless otherwise
