T -- PHOTOGRAMMETRIC SERVICES Sol. RFP 51-96-017. Contact Nelda Montgomery, 801/975-3443/Contracting Officer, Karen A. Goodsell, 801/975-3442. This project will consist of a base year and four option years. The Contract total value is estimated at $500,000 per year. The awarded Contract is estimated to start June 1, 1996, on a call-when-needed basis. This is an Indefinite-Quantity Contract, anticipate two awards, individual tasks will be competed. The place of performance will be at the Contractors facility. Contractors are to submit their Standard Forms 254's and 255's covering the selection criteria to my office by April 3, 1996, local time 3 P.M. Selection criteria will be evaluated on (1) services. (2) Specialized experience and technical competence in work required. Experience and qualifications of proposed key personnel including specialized technical skills, project coordination and management skills, and experience in working together as a team. (3) Capacity to accomplish work. Adequacy of facilities for performance of the work including those necessary to provide specialized services. Volume and nature of present workload as it relates to the ability to perform the work required. Availability of Additional Contractor, personnel or consultants to support expansion or acceleration of the project. (4) Past performance with Government and private industry in terms of cost, quality of work, and compliance with past performance schedules. (5) Geographical location. (6) Equipment that meets industry standard instrumentation and computer soft-wear is required for the six services. Statement of Work: The Contractor will perform services which consist of the following six areas: 1) Aerial triangulation and all of the normal expected bundle adjustment output files such as final ground values, refined image coordinates and orientation parameters. Ground control sources, imagery, camera reports and formats will be provided. 2) Digital Terrain Modeling and all associated output files when collecting data in salient or stream mode along profile lines or ridges and breaks. 3) Close Range and/or Topographic Compilation completed by analog or analytical methods of prescribed area and of predetermined scale. Feature compilation will follow associated specifications. 4) Primary Base Series Revision will be achieved either by stereo model setup or orthophoto. Annotated features will be transferred from photo or orthophoto to prescribed transfer sheet. Analog instrumentation can be used for the stereo transfer with the possibility of future transfers being accomplished via soft-copy. 5) Field Surveying and/or photography acquisition will be conducted according to specifications for position, density and overall accuracy required by the project. Photography either aerial or terrestrial will be achieved via industry standards and practices. Photo scale and camera focal length will be determined based on project needs. Flight planning will be determined by the Government. 6) Diapositive scanning for digital orthophotos will be conducted as per Government specifications for scan size/block size. Instrumentation may vary but will need to adhere to specifications for scanning and tone matching. Mosaicking may be required. (061)
