Defense Command (CBDCOM) is seeking qualified sources for the award of
a competitive Engineering Manufacturing Development (EMD) contract to
acquire a Joint Biological Point Detection System (JBPDS). A draft
Request for Proposals (RFP) seeking comments from Industry concerning
the proposed acquisition will be issued on or about 20 March 1996. The
JBPDS is a system that will provide an improved capability to detect
and identify the presence of specified types of biological warfare
agents that have been dispensed in the air. The JBPDS will consist of
commercial and developmental detection components as well as standard
military hardware, in an integrated detection suite. The suites shall
be tailored to Service specific platforms and applications, yet each
shall share common detection components (which perform trigger,
detection, collection and identification functions) and provide each
Service (Army, Navy, Air Force and Marines) the same defense
capability. The platforms shall be fixed site for airbases/ports and
mobile for ships, high mobility multipurpose wheeled vehicle (HMMWV)
and light armored vehicles (LAV). The design approach shall establish
modularity and the ability to update for future technical insertion.
The design shall maximize commonality of components. The JBPDS shall
include complementary biological detection and identification
components into the platform specific configurations in order to meet
performance requirements. This effort will result in design,
integration, fabrication and test of prototypes which will be
customized to Service specific platforms. Developmental testing shall
begin twenty (20) months after contract award with delivery of
completed systems to begin twenty-seven (27) months after contract
award. The acquisition will have a period of performance of
thirty-three (33) months. The Draft RFP will be issued on or about 20
March 1996. No telephone requests will be accepted for the draft RFP.
The Government will host a Level III Advance Planning Briefing to
Industry (APBI) on 22 April 1996 at the CBDCOM Conference Center,
Edgewood Area, Aberdeen Proving Ground, MD 21010. Contractors wishing
to attend must notify Ms. Mary Bowen at (410) 671-3760 or (410)
612-7346 no later than 17 April 1996. Questions or comments may be
submitted by facsimile to (410) 612-7128 or mailed to CBDCOM
Procurement Bldg E4455, Attn: AMSCB-PCE/M. Bowen, Aberdeen Proving
Ground, MD 21010. Any questions or comments that you would like
addressed at the APBI must be received in writing no later than 10
April 1996. Questions/comments received after that day may not be
addressed at the APBI, but will receive a response at a later date. The
final RFP will be issued on or about 10 May 1996 and proposals will NOT
be accepted until after that issue date. The Government will conduct a
performance risk assessment based upon the offerors' current and past
record of performance as either a prime or subcontractor on previous
contracts. NOTE -- Funding for this requirement is not presently
appropriated and authorized; therefore, the Government does not intend
to represent that the release of this RFP will result in award of a
contract. However, in anticipation that funding will become available,
the Government plans to solicit proposals to the final RFP and
proposals will be due approximately 45 days after issuance. Contract
type is anticipated to be cost-plus-fixed-fee. For advertisement
purposes, both the draft RFP and the final RFP are included in this
announcement and it is the only Commerce Business Daily announcement
