A -- RESEARCH AND DEVELOPMENT BROAD AGENCY ANNOUNCEMENT (BAA) N00178-96-Q-3031 FOR BATTLE DAMAGE ASSESSMENT (BDA) TECHNOLOGY. POC: Teresa Spiker, Contract Specialist, Code S13-3, (540) 653-7765. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), in collaboration with the Joint Warfare Analysis Center (JWAC), is soliciting research and development ''white papers'' for various scientific studies and experiments to identify innovative approaches in the assessment of Battle Damage. The mission of the JWAC is to assist the Chairman of the Joint Chiefs of Staff and commanders of unified commands in their preparation and analysis of joint operational plans and Service Chiefs' analysis of weapon effectiveness. A portion of this analysis effort focuses on requirements for Battle Damage Assessment (BDA). BDA is a time-sensitive subjective assessment of the status of the targets and facilities, the systems of which they are a part, and the success in achieving operational, tactical, and strategic objectives. BDA is comprised of physical and functional damage assessments. Historically, the emphasis of BDA has been placed on the assessment of visible physical damage and the subsequent inferred operational capability. In modern warfare, which employs precision munitions and special operations, the status of targets and the degree to which an objective is achieved may be difficult to determine from the observed physical condition. Adequate and accurate assessments of the status of targets and systems of targets, and reliable evaluations of objectives achieved, depend on the timely collection, dissemination and interpretation of that data which can directly yield the operational condition and/or functional status. New approaches to directly assess the overall success of achieving a military objective are required. Research and development ''white papers'' addressing these areas from a variety of perspectives are of interest: e.g., ''white papers'' dealing with identification of innovative approaches for determining the functional status of a facility or system or the achievement of a military objective, requirements and methods for collection of raw intelligence data and the corresponding dissemination to operational military commands and their supporting analysis agencies, and techniques for analysis and interpretation of collected information to produce an assessment of functional status and an evaluation of success in achieving military objectives. UNCLASSIFIED ''white papers'' shall be submitted in original and three copies of a one-sided, 12-point type, single-spaced, one-inch margin paper with a cover letter. ''White papers'' should consist of three to five pages summarizing the proposed effort(s) and be formatted as follows: Section A: Title, Period of Performance, Estimated Cost of Effort, Name of Company, Section B: Task Objective, Section C: Technical Summary, and Section D: Cost Summary. ''White papers'' shall be submitted to the Dahlgren Division, Naval Surface Warfare Center, Attn: Teresa Spiker, Code S13-3, 17320 Dahlgren Road, Dahlgren, VA 22448-5100. ''White papers'' and all related correspondence should reference Broad Agency Announcement Number N00178-96-Q-3031. If desired, multiple ''white papers'' addressing different areas of research and development may be submitted. Offerors will be requested to submit in-depth proposal(s) should NSWCDD/JWAC deem the ''white paper'' of scientific and technical merit. An invitation to submit an in-depth proposal does not assure the offeror of a subsequent contract award. Complete proposal instructions will be included with the invitation, and will be evaluated using the following criteria: (1) Overall scientific and technical merits of the proposal, (2) Potential contributions of the proposed effort to the JWAC mission, (3) The offeror's capabilities, related experience, facilities, techniques, or unique combination of these which are integral factors for achieving the proposal objectives, (4) The qualification, capabilities, and experience of the proposed personnel, (5) The offeror's record of past and present performance, and (6) Cost effectiveness and consistency. The Government reserves the right to select for award any, all, part, or none of the responses received. Certain proposals are not appropriate under this BAA and are not desired, i.e., engineering and technical services proposals, and concepts that have already been developed or proven. A determination of appropriateness will be made on a case-by-case basis. Options are discouraged and unpriced options will not be considered. Cut off for the ''white papers'' is 10 May 1996 at 2:00 p.m. at the aforementioned NSWCDD address. ''White papers'' may be submitted at any time during this period, and contract award may be made at any time through fiscal year 1997. This notice constitutes a BAA for NSWCDD as authorized by FAR 6.102(d)(2). Although no portion of this announcement is set aside for Historically Black Colleges and Universities (HBCU) and Minority Interest (MI) participation, submissions are invited from all sources. Prospective foreign offerors considering submission of a ''white paper'' are advised that their participation is subject to foreign disclosure review. Data subject to export control restraints may be involved and only those firms on the Certified Contractor Access List (CCAL) will be allowed access to such data. If the work to be performed requires a TOP SECRET facility clearance and safeguarding capability, personnel identified for assignment to this effort must possess access to TOP SECRET/SCI information and have a current Single Scope Background Investigation (SSBI) at time of award. This BAA should not be construed as commitment or authorization to incur cost in anticipation of a resultant contract.
