Technical POC Richard Henry, (814) 269-2532 (Ph.), (814) 269-2799 (Fax), Administrative POC Herman Marine, (814) 269-2430 (Ph.), (814) 269-6535 (Fax).The Navy Manufacturing Technology Office (Navy ManTech) has directed the National Center for Excellence in Metalworking Technology (NCEMT), operated by Concurrent Technologies Corporation (CTC), to support the implementation process for titanium matrix composite structural components in existing and planned Navy aircraft weapon systems. CTC is seeking qualified sources capable of providing applicable technical expertise and capabilities. Integrated product and process design capabilities incorporating factors from conceptual design through implementation in a production environment are expected. The project will have two main parts. The first part will focus on the development of an engineering database on the performance characteristics of TMCs. The second part will address the development and demonstration of a mature manufacturing process for the application of TMCs to a Navy aircraft structural component. The proposed effort must contain supportable technical and economic justification for any structural component selected along with the identification of manufacturing feasibility issues, technical risks and opportunities for insertion in Navy weapon systems. Maximization of cost share from industry will be a primary evaluation criterion. Formation of integrated product teams (IPT) in the proposal stages is required. Only written requests will be accepted for the solicitation package which details program objectives and requirements, and provides instructions for the preparation of technical and cost proposals. These requests may be transmitted by facsimile or other electronic methods as well as surface mail. CTC will accept requests for this solicitation package through 5:00 pm EST on March 29, 1996.
