The US Fish and Wildlife Service invites offers on a proposed contract that will upgrade an existing relational database from Paradox 3.5 for DOS to Paradox for Windows. The existing database contains 3 linked tables with 94 fields and over 244,000 records. Project tasks are analyzing the system, programming the upgrade, revising the user's manual, and training key personnel. System analysis will result in the following deliverable products: data flow diagrams, entity-relationship diagrams, and a revised data dictionary. Programming will result in data output, query, output modules and a menu system to control the system of modules. The contractor will deliver one copy of a technical description and revised user's manual and will train key personnel in the use of the upgraded database. Minimum elements of the upgrade will be described fully in the solicitation package. Criteria/Weight for selection of a contractor is as follows: Personnel/50% (staff assigned to this project should have significant experience in relational database management and significant experience or training in programming Paradox for Windows), Cost/30% and Timeliness/20%. All responsible sources may submit a proposal which shall be considered. SIC Code for this acquisition is 7371; size standard is $14.5 million. Issue date will be o/a April 9, 1996.
