Guard is seeking qualified sources for the inspection and repair of
Elliott Turbochargers, Model #H564, used on 378' WHEC Coast Guard
vessels. Contractor will provide all labor and material required to
perform the following work on the Turbochargers: (1) receive; (2)
disassembly; (3) inspect; (4) provide a detailed Inspection Report; (5)
repair; (6) reassemble; (7) test; and (8) preserve and install in a
reusable container. All efforts shall be in accordance with Elliott
Instruction Book TC-30E, Shop Pratice Manual SP-315A, Revision 15,
MIL-C-104B, MIL-P-116J, MIL-E-1509C, MIL-P-20087, MIL-P-24441/1B,
MIL-I-45208A, and MIL-271F. In addition, Contractors shall conduct all
work and tests in accordance with Coast Guard Repair Specification
4331-R-251-193 dated 1/96. All parts to be furnished and used with the
repairs must be Elliott parts. Other concerns having the expertise and
required capabilities to furnish the above repairs are invited to
submit complete information discussing such capabilities in duplicate
within 15 days of this announcement. No cost or pricing data is
required. THIS IS NOT A SOLICITATION. Responses must be concise and
specifically directed to the requirement mentioned above. Concerns that
respond to this notice must fully demonstrate the capability to
accomplish the above. It is believed that the non-availability of
technical data precludes the Government from obtaining competition as
the Turbochargers are available only from one source. However, other
potential sources can submit information concerning their capability to
supply/overhaul these Turbochargers. The procurement provides an
Elliott Turbomachinery authorized repair facility and utilization of
Elliott parts. Prime equipment manufacturer or its actual supplier and
others proposing to manufacture the parts must submit either: (1) Data
that the offered parts have been satisfactorily manufactured for the
Government or the prime equipment manufacturer; or (2) submit such
complete and current engineering data to demonstrate the acceptability
of the offered parts (i.e., salient physical, functional, and
serviceability characteristics); and (3) Certification as an authorized
Elliott repair facility. It is believed that only Elliott
Turbomachinery (OEM) and/or its dealers and distributors can furnish
the required items and ensure the proper fit, form, and function of all

issued pursuant to FAR 5.207(e)(3) and TAM 1205.207. This Notice is for
informational purposes for Minority, Women-Owned, and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small Disadvantaged Business Utilization (OSDBU), has a program to
assist minority, women-owned, and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
