Owe nby,202/708-6550 The American Battle Monuments Commission (ABMC) and the General Services Administration (GSA) have collaborated in the preparation of request for proposals (RFP) for the selection of a firm for the direct marketing fund raising effort for the World War II Monument in Washington, DC. The firm will be responsible for the development and implementation of direct mail fund raising programs including donor acquisition, donor retention and specialized programs to support a major, national campaign to raise funds for the World War II Memorial to be constructed in Washington DC by the ABMC. The scope of services include but are not limited to advise, develop, maintain and implement a direct mail fund raising program including but not limited to donor acquisition; donor retention through renewal programs, special appeals, telemarketing, reinstatement, acknowledgement and cultivations, and other fund raising opportunities; and specialized programs such as monthly giving, planned giving and major donor programs. This will be a firm fixed price, indefinite quantity contract with a fixed base services for a three year period and two (2) one-year options. One contract will be awarded. The government intends to use Source Selection procedures. Technical proposals will be submitted and evaluated, as will price proposals. Offers not meeting minimum requirements will not receive further consideration. Award will be made to the offeror whose proposal will be most advantageous to the Government. This negotiated solicitation will be open to both small and large business firms. The firm (if not a small business concern) shall be required to present an acceptable Small Business and Small Disadvantaged Business Subcontracting Plan in accordance with Public Law 95-507 as part of its proposal. Consideration is open to established, qualified firms which currently have active, properly staffed offices within the continental United States. All of the offerors must meet the following minimum requirement: The Firm must have a minimum of two national direct mail campaigns in the last five years that netted in excess of $5,000,000. RFP's will be available for issuance after March March 28, 1996. All qualified responsible firms are encouraged to participate in this procurement.
