Steenbergen, Contracting Officer. The Department of Labor, Employment
and Training Administration (DOL/ETA) is soliciting proposals to
evaluate the effectiveness of the Economic Dislocation and Worker
Adjustment Assistance program (EDWAA). EDWAA is the Department's
primary program for providing retraining to dislocated workers. The
evaluation will require experience on the part of the contractor in
three fundamental areas: 1) dislocated workers and retraining programs
serving them, 2) conducting random assignment evaluations and 3)
achieving response rates of 80 percent or above in follow-up surveys.
The period of performance for the prospective award will be 60 months
from the date of contract execution. The contract is being let under
full and open competition. Request for proposals will be available upon
written request only, approximately 15 days from the date of
publication, on a first come, first-served basis until the supply is
exhausted. Telephone requests will not be honored. For requests after
the supply is exhausted, the Contracting Officer may determine whether
payment of a fee is warranted. The fee will not exceed the actual cost
of duplication of the solicitation documents. Closing date for receipt
of proposals will be May 3, 1996. at 2:00 p.m. local time. Requests
must cite RFP-DAA-96-26 and must include two self addressed labels.
Failure to enclose labels may cause delay in receipt of solicitation.
