a Market Survey of Industry to determine potential contractors, in
addition to Loral Command and Control Systems (LCCS) who have the
knowledge and skills required to successfully complete this effort.
This acquisition is for the Minuteman Enhanced Procedures (MEP)
Classroom Trainer. The MEP will be a classroom trainer in addition to
existing Rapid Execution and Combat Targeting (REACT) modified
Minuteman weapon system trainers. It will need to provide classroom
style training in direct relation to the Missile Procedures Trainer
(MPT), and more specifically, familiarize the missile combat crews with
the multiple computer displays associated with both the Weapon System
Control Element (WSCE) and Higher Authority Command/Rapid Message
Processing Element (HAC/RMPE) capabilities of the weapon system. The
government is in the process of preparing a Justification and Authority
(J&A) to proceed with a sole source acquisition to Loral Command and
Control Systems, Colorado Springs, CO. This new classroom trainer
acquisition includes: 1) the incorporation of the WSCE and HAC/RMPE
capabilities requiring knowledge in each; 2) the requirement to be
compatible with the REACT MPT so that computer lesson data sets and
scripts files can be brought straight from the MPT into the classroom;
3) development of the MEP software, which will require expertise in
REACT modified operational and simulation programs and expert knowledge
of Ada, Fortran, C, assembly language, graphics, and coding; 4)
operational testing of hardware and software through the use of
contractor developed and government approved test plans and procedures;
5) qualification testing of the new MEP software through the use of
contractor developed and government approved test plans and procedures;
6) design documentation for the MEP baseline ; 7) installation of the
MEP hardware and software; 8) demonstration of the MEP
hardware/software; 9) completion by August 31, 1996. The urgent need
coupled with the fact that the REACT modification is still in progress,
the government does not possess the ability or adequate documentation
necessary to compete this effort. LCCS is currently the only qualified
source that possesses the ability and experience required to complete
the MEP development. For this proposed contract action for the
modification effort the government intends to solicit and negotiate
with only one, or a limited number of sources under the authority of
FAR 6.302. Potential offerors may identify their interest and
capability to respond to the requirement. Potential offerors should
submit their interest within 10 days after publication of this notice
to OO-ALC/LMKR, 6014 Dogwood Ave., Hill AFB, UT 84056-5816, Attn:
Richard G. Heinze. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
