Facilities Improvement and Repairs of the Lake Valley Navajo School, Lake Valley, New Mexico, Serial No. BIA-0150-96-01, Project No. 92N03, consists of a Base Bid Item for addition of a School Library and repairs. Perimeter Fence and Gates, Carpeting (Base Bid includes Resilient Floor Tile at carpeted areas), Fire Sprinkler at existing Building 734, Room 112 Partition Replacement, Classroom/Corridor Ceiling & Lighting Replacement, Upgrade to insulated glass at new windows, window blinds in new addition, classroom doors (Base Bid includes Vision Lites & Closers), VAT Abatement & Resilient Flooring, Paving Replacement, Replacement sidewalks and sidewalk to dorm, millwork at Library, media productions & classroom storage, Flagpoles, drainage improvements at Building 736, Sewage Lagoon drainage improvements, Vocational slab, telephone instruments, and sewage lagoon. Award of any contract resulting from this solicitation shall be subject to Section 7(b) of Pub L. 93-638 (25 U.S.C. 450 (e) and 41 CFR 14.1354 which require that preference opportunities in employment and training be given to Indian/Alaska Native individuals and that preference in subcontracting be given to Indian/Alaska Native economic enterprises. Consistent with these authorities, potential bidders shall advertise and solicit subcontracting opportunities from Indian/Alaska Native firms for suppliers and services. Section 7(b) plan requirements will be specified in the bid document. Bidders shall request names of potential subcontractors and suppliers from the Tribe(s) on or near whose reservation(s) the work under the contract shall be performed. The potential awardees shall be required to submit its plan to implement Section 7(b) when requested by the Contracting Officer. Failure by the bidder to submit its plan when required and implement same after award shall be sufficient reason for non-award of a contract or termination of contract award for default. The procurement is subject to the Small Business Competitiveness Demonstration Program, P.L. 100-636. The construction price range for Serial No. BIA-0150-96-01 is between $1 Million and $5 Million.
