Gill, Contracting Officer, (919)335-6141 The U.S. Coast Guard (USCG) is seeking qualified sources to provide exhaust pipes to replace the existing exhaust pipe, P/N 366A54-1086-02, currently used on the HH-65A helicopter. USCG operates a fleet of 95 HH-65A aircraft. The aircraft is a military version of the AS365 N1 Eurocopter Dauphin helicopter. An improved replacement exhaust pipe is desired in order to increase reliability, decrease unnecessary maintenance and reduce repair costs. Over the previous two years the Coast Guard has experienced a high replacement rate due partially to damage resulting from recurring inspections which require frequent removal of the exhaust pipe. A large percentage of these removals are a result of cracks which occur in the following locations: (1) all areas around the outer lip (2) around bolt cutouts on the mating surface and on the inner cone at the back end (3) circumferential weld located 4.5 inches aft of the attachment point which have resulted in complete failure of this weld. The apparent cause is sensitization of the material during initial manufacture orsubsequent repair. Another problem encountered is as the existing exhaust pipes age, the skins have become thinner as a result of welds in the area of the cracks. The Coast Guard does not desire an exact replica of the existing exhaust pipe, but a new and improved version which will alleviate the problems addressed above. However, the new exhaust pipe must be fully interchangeable with the existing exhaust pipe. A pre-solicitation conference is anticipated. The contractor will provide all necessary parts, material, labor, tooling, test equipment and facilities to design and manufacture the replacement exhaust pipe. Interested parties are invited to submit features, warranty provisions, and information outlining their experience in the design, certification and manufacturing of exhaust pipes for turbine engines on rotary and/or fixed wing aircraft.
