McGuckin 202/260-7869. DynCorp I&ET (DynCorp), under contract to the
U.S. EPA, intends to subcontract the upgrade of a two-way land mobile
radio (LMR) system for the EPA Headquarters in Washington, D.C. The
upgrade will include the design, engineering, provision, programming,
installation, and testing of a state-of-the-art radio communications
system to support all administrative, security, safety, fire, and
transportation dispatch requirements for EPA. Proposed systems must
utilize Government frequency assignments currently approved for EPA use
by the NTIA as well as be capable of migration to 12.5 KHz channel
spacing. The system will include two 75- to 125-watt conventional,
continuous duty-cycle (analog or digital) VHF base stations and
antennas with multiple tone remote control units. Emergency
cross-channel/cross-band patching (VHF/UHF) and phone-patching
capability is required at one of the remote control locations. The
system will also include ten 50- to 75-watt mobile VHF radios; 26
portable/hand-held VHF radios; 10 portable/hand-held UHF radios; 2 dual
VHF/UHF band portable radios; 7 low-profile VHF antennas for existing
shuttle bus mobile radios; a conventional, extended duty-cycle, desktop
or compact 25-watt maximum UHF base station, with two-tone remote
control units; a lightweight portable, easily installed VHF
base/station repeater for emergency situations. Offerors should be
aware that the EPA plans to relocate its Headquarters to another
facility in Washington, D.C. within 5 years and that this system should
be capable of being moved and reinstalled. A pre-proposal conference
and site survey may be held. The anticipated solicitation release date
