A -- ADVANCED MULTIPLE QUANTUM WELL (MQW) TECHNOLOGY SOL MNK-96-027 POC Linda Weisz at (904) 882-9039, Ext 3206, FAX 904-882-9599. Sources are sought to develop Advanced Multiple Quantum Well (MQW) Technology to meet specific technology freeze requirements for fiscal years FY97 and FY99. The critical FY97 requirements are to (a) demonstrate simultaneous multicolor pixel registered imaging infrared for large format (at least 256 x256) MQW focal plane arrays (FPAs), (b) optimize multicolor readout integrated circuits (ROICs) to maximize performance of large format (at least 256 x 256) MQW FPAs, and (c) deliver high performance multicolor and large FPAs for independent laboratory and field demonstrations. The critical FY99 requirement is to deliver at least four (4) state-of-art large format multicolor MQW FPAs with optimized ROICs for technology insertion and system development. Contracted efforts must design, develop and test a two color infrared focal plane array that simultaneously images in the midwave infrared (MWIR) waveband (between 3 to 5 micrometers in wavelength), and in the longwave infrared (LWIR) waveband (between 8 and 12 micrometers in wavelength). The focal plane array is required to provide precise spatial and temporal registration between the MWIR and LWIR images, and to produce imagery at 60 Hertz or higher frame rates. The array format is required to be 256 x 256 detectors and the FPA design shall provide scalability of the approach to arrays as large as 512 x 512 detectors. The FPA response nonuniformity is required to be less than 0.1 percent after nonuniformity correction is applied to the detectors. The design goal for FPA operating temperature is 77 degrees Kelvin. The goal for FPA noise equivalent temperature difference performance is 0.007 degrees Kelvin for operation in both wavebands. Goals for blackbody detectivity (D-Star) are 2.0 x 10 exp. 11 Jones for MWIR operation and 1.0 x 10 exp. 11 Jones for LWIR operation. Prospective sources should have experience in the design, development, and testing of infrared detector arrays and their associated ROICs. FPA development experience includes detector and multiplexer material processing, fabrication, testing and FPA hybridization. Prospective sources should provide evidence of their expertise and experience in the form of the successful completion of similar contracts, technical reports, journal publications, and presentations at technical meetings (Reference Numbered Note 25). Prospective sources should have a facility clearance of up to the SECRET level. It is anticipated that the period of performance will be approximately 48 months. Responses are due 15 days from the date of synopsis publication. This synopsis is for planning purposes only, it does not constitute an IFB or RFP, and is not to be construed as a commitment by the government. Firms responding to this synopsis should state whether they are or are not a small business concern as defined by SIC code 8731, 500 people. The Air Force reserves the right to consider a small business set-aside based upon the responses submitted. This requirement may be pursued sole source if the Air Force determines only one source is capable of satisfying the requirements.
