The Air Force intends to procure qualified engineering services for
repair, calibration, parts, and emergency maintenance of ARGO Systems
Compressive Spectrum Analyzer Systems (CSA) located at Wright-Patterson
AFB, Ohio. A contract shall be issued to ARGO Systems, Inc, 324 North
Mary Ave, Sunnyvale CA 94088. The period of performance is 01 Oct 96 -
30 Sep 99. This is a one year baseline contract with two option years.
Interested sources must identify their interest and capabilities. This
is to include all resumes, literature, catalogs, brochures, previous
and current contracts and other related experience. A list of three
references by agency/company, contract number, location of performance,
point of contact and telephone number shall be included. The references
will be contacted only to verify that the source does provide the
services stated below. Interested sources must identify the ability to
obtain proprietary documentation from the current contractor (ARGO),
the ability to provide services which will include, but not limited to,
two semi-annual visits to maintain and calibrate six CSA's to original
design specifications each year, emergency and abnormal repairs
between visits at contractor's factory, and electronic consultation to
allow Government technicians to make temporary repairs until the next
scheduled visit. All responses received from responsible sources on or
before 15 days from this publication will be fully considered. No
telephone or electronic mail requests will be accepted. Only written or
faxed requests received directly from the requester are acceptable.
This notice of intent is not a request for competitive proposals. A
determination by the Air Force not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the Air Force. Information received will normally be considered solely
for the purpose of determining whether to conduct a competitive
procurement. No award will be made solely on basis of responses
received. As a result of analyzing responses to this synopsis of
intent, the contracting officer may determine that a solicitation will
be issued to the intended schedule vendor and all firms that respond
to this synopsis of intent or otherwise request a copy of the
solicitation. Authority: 10 USC 2304(c)(1), Justification: Supplies (or
Services) required are available from only one or a limited number of
responsible source(s) and no other type of supplies or services will
satisfy agency requirements. An Ombudsman has been established for this
acquisition. The only purpose of the Ombudsman is to receive and
communicate serious concerns from potential concerns during the
proposed development phase of this acquisition. Potential offerors
should use established channels to request information, pose questions
and voice concerns before resorting to use of the Ombudsman, Colonel
