Warfare Management Directorate of the Warner Robins Air Logistics
Center anticipated acquisition of technical and logistical services
necessary for programmatic support of the ALQ-131, ALQ-184, ALR- 20,
ALQ-155, ALQ-153 and ALQ-172 Electronic Warfare systems. The estimated
annual demand of 84 man-months will be delivered under a one year
basic contract and four annual options. Efforts to be conducted
include, but are not limited to, (1) development and implementation of
computer based planning and tracking systems, (2) assistance in the
review, preparation, and maintenance of Program Management Plans,
Logistics Support Plans, Life Cycle Management Plans, and Life Cycle
Cost Analyses, and (3) depot activation planning. Potential offerors
must possess a working knowledge of the associated systems, must be
familiar with existing program problems, and must fully understand DoD
program management procedures and policies. Lack of this specific
advance knowledge would render an unacceptable period of contract
non-support. Not withstanding that the Government contemplates
selection of the successful offer based on adequate price competition,
responsive proposals will present the contractor's plan of action to
staff and maintain levels of expertise necessary to meet objectives of
the Statement of Work. As a result of performing this effort, the
contractor will come in contact with and have advance knowledge of
numerous proposed acquisitions of electronic warfare requirements. It
is recognized that possessing such information and having such
knowledge may constitute an unfair advantage/conflict of interest where
acquisitions of such requirements are concerned. Therefore (ALM), the
contractor agrees that it will not participate as a source, nor offer
itself as a potential source, in any WR-ALC electronic warfare
acquisition which is not source directed to the contractor by the
