REQUEST FOR INFORMATION ON PRIVATE SECTOR FINANCING FOR MILITARY FAMILY HOUSING UNITS, KIRTLAND AFB NM POC Mr. Ed Castillo, Contracting Officer, (505) 846-2992. Request for information on Private Sector Financing for Military Family Housing units, Kirtland Air Force Base, New Mexico. The Air Force is seeking information, concepts, and ideas on how to structure a potential agreement with a private party to revitalize existing base housing pursuant to recent privatization initiatives incorporated into the FY96 DOD authorization act, which recently became public law. This agreement would require the private party to obtain commercial financing as needed for design, construction, maintenance, ownership, and operation of the housing units for occupancy by military members and their families as renters. Under this new authority the Air Force may make an equity contribution (cash and/or estate) to the project in order to make this a financially feasible public/private venture. The total duration of the operation and ownership agreement is expected to be about 25 years. The anticipated rental rates should initially range between $800 and $1,200 per month for two, three, and four bedroom units. The 224 houses scheduled for revitalization are located on Air Force owned property known as the ``Maxwell Housing Area'' located at Gibson Boulevard and Maxwell Street. Revitalization specifically means major renovations or complete replacement with a minimum of 200 housing units that meet local codes and living standards. The Air Force requests any information or ideas that the private sector may have to offer. The Air Force will present further information on this proposed project at 8:00 A.M. on 13 March 1996 at the Wing Presentation Center, 377 Air Base Wing Headquarters Building, Building 20604, 2000 Wyoming Boulevard, Kirtland AFB NM. The meeting on 13 March will also provide time for the private sector to ask questions and make limited presentations of ideas and concept. This is not a firm requirement at this time and may not develop into an actual requirement in the future. This is only a request for information.
