interested in receiving proposals for the research effort described
below. This solicitation and resulting award shall be made in
accordance with the Research and Development Streamlined Contracting
Procedures (RDSCP) described in DFARS 235.70. This is the solicitation,
there will be no formal RFP or RFQ. The name, address and telephone
number of the representative of the contracting officer for this
solicitation is shown as POC above. This solicitation consists of this
notice, any subsequent amendments, and a supplemental package which is
available by writing to the above address. Offerors who did not respond
to synopsis MNK-96-019 published 96FEB16 should provide, in writing,
their complete address information to Wright Laboratory (see above
address) in order to receive any subsequent amendments and the
supplemental package, which is being released concurrently with the
publication of this solicitation. Potential supplemental package
recipients are required to be export-control certified, in accordance
with DOD 5230.25, prior to receiving the supplemental package.

This solicitation includes clauses and provisions from FAR 1990
edition updated through FAC 90-25 and DFARS 1991 edition updated
through DAC 91-6. The standard evaluation factors found in Section M of
DFARS 235.7006 apply. The option will be evaluated using the same
factors. A Cost Plus Fixed Fee (Completion) type contract is
contemplated. The estimated period of performance is 33 months
commencing on or about 96JUN10 which includes 3 months for writing and
reviewing the final report. CLIN structure is as follows: CLIN 0001
(Design & Development, Data, and Hardware for the basic) and CLIN 0002
(Design, Data, and Hardware for the option, if exercised). It is
expected that this contract will be awarded based upon a determination
that there is adequate price competition, therefore, the offeror is
not required to submit or certify cost or pricing data with its
proposal. If, after receipt of the proposals, the Contracting Officer
determines that adequate price competition does not exist in accordance
with FAR 15.804-3, the offeror shall provide certified cost or pricing
data as required by the Contracting Officer. To be responsive to this
solicitation, submit 6 copies of your Technical proposal and 3 copies
of your Cost proposal and one copy of your Small and Small
Disadvantaged Business Subcontracting Plan (if applicable) no later
than 1200 hours, 96APR15, addressed to: Wright Laboratory, BLDG 13,
Attn: Dana E. Sillars, WL/MNK, 101 W. Eglin Blvd, Ste 337, Eglin AFB,
FL 32542-6810. The page limitations for technical and cost proposals
are specified in DFARS 252.235-7006 (L.24). All pages should be
numbered sequentially in each volume. Only one contract award will
result from this solicitation. Foreign participation on this effort is
excluded. The supplemental package contains the following items: 1)
Sections L and M, 2) DD Form 1423-1, Contract Data Requirements List,
with interpretation, 3) Statement of Work, 4) Local Procedures, 5)
General questions and answers, and 6) Source list. The objective of
this effort is to design, construct, and test an impulse radar test set
which penetrates dense media and provide returns from interfaces of
strata of material. There is an option to construct a towable trailer.

An ombudsman has been established for this acquisition. The only
purpose of the Ombudsman is to receive and communicate serious concerns
from potential offerors when an offeror prefers not to use established
channels to communicate his concern during the proposal development
phase of this acquisition. All potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to the Ombudsman. Potential offerors are
