A -- INTEGRATION STANDARDS AND PERFORMANCE METRICS FOR NEXT GENERATION AVIONICS FUSION ARCHITECTURE. PART 1 OF 2 SOL PRDA 96-08-AAK DUE 042696 POC Alan C. A--INTRODUCTION: Wright Laboratory (WL/AAKR) is interested in receiving proposals (technical and cost) on the research effort described below. Proposals in response to this PRDA shall be submitted by 04/26/96, 3:00 p.m. Eastern Time, addressed to Wright Laboratory, Directorate of R&D Contracting, Building 7, Area B, Attn: (Mr. Alan Struckman, WL/AAKR) Wright-Patterson AFB OH 45433-7607. This is an unrestricted solicitation. Proposals submitted shall be in accordance with this announcement. Proposal submission after the cutoff date and time specified herein shall be treated in accordance with restrictions of FAR 52.215-10. A copy of this provision may be obtained from the contracting point of contact. There will be no other solicitation issued in regard to this requirement. Offerors should be alert for any PRDA amendments that may be published. This PRDA may be amended to allow subsequent submission of proposal dates. Offerors should request a copy of the WL Guide entitled,''PRDA and BAA Guide for Industry''. This guide was specifically designed to assist offerors in understanding the PRDA/BAA proposal process. B-REQUIREMENTS: (1) Technical Description: The purpose of this effort is to define/develop detailed interfaces and both design and operational Measures of Performance (MOPs) and Measures of Effectiveness(MOEs) for an avionics fusion architecture. The Avionics Directorate (WL/AA) Information Fusion Integrated Product Team (IPT) has defined an open object-oriented avionics information fusion architecture. Copies of this functional definition may be requested from WL/AAAS-3, Mr. Victor Clark, telephone (513) 255-6974. Under this effort, the contractor shall design and develop an open avionics fusion architecture based on the functional definitions defined by the WL/AA Information Fusion IPT. The resulting architecture will implement containers or objects for each functional area, as well as the detailed interfaces between each component. This fusion architecture shall be based, to the greatest extent possible, on industry standards to facilitate community acceptance. In addition, the contractor shall develop MOPs/MOEs for each component contained in the WL/AA Information Fusion IPT functional definition and for the overall fusion architecture. (2) Deliverable Items: The following deliverable data items shall be proposed: (a) Scientific and Technical Reports, Final Report, DI-MISC-80711/T, (Draft and Reproducible Final), (b) Contract Funds Status Report (CFSR), DI-F-6004B/T, quarterly, (c) Performance and Cost Report, DI-FNCL-80912/T monthly, (d) Funds and Manhour Expenditure Report, DI-FNCL-80331/T monthly, (e) Scientific and Technical Reports, Contractor's Billing Voucher, DI-MISC-80711/T monthly, (f) Presentation Material, DI-ADMN-81373/T, as required; (g) Data Accession List, DI-MGMT-81453/T, semi-yearly, (h) Software Test Plan (STP), DI-IPSC-81438/T, (i) Computer Software Product End Item, DI-MCCR-80700/T, (j) Conference Minutes, DI-ADMN-81250A/T, as required, (k) Software Design Description (SDD), DI-IPSC-81435/T, (l) Interface Design Description (IDD), DI-IPSC-81436/T, (m) Database Design Description (DBDD), DI-IPSC-81437/T, (n) Software User Manual (SUM), (Draft and Reproducible Final), and (o) Computer Software as generated is deliverable. (3) Security Requirements: TEMPEST requirements will apply. Generation of classified material for this solicitation effort is authorized only on equipment approved for classified processing by Air Force TEMPEST authorities.
