A -- STRATEGIC OUTREACH CO-SPONSORED CONFERENCE SUPPORT Sol DABT44-96-R-BAA1, Due 032597, contact 717-245-4631, Contracting Officer, Richard A. Myers. The US Army War College, Strategic Outreach Office is soliciting dialogue between the Army and those outside the military who are actively interested in national security issues. The Strategic Outreach Program was initiated in 1987 and is sponsored by the Office of the Chief of Staff, U.S. Army. The outreach program is designed to prompt academic thought and discussion, by providing direct funds to support participation of non-government personnel, pay conference expenses at neutral locations and publishing costs. A range of Army resources are also available to include providing subject matter expert speakers, panelists, paper presenters, Army War College conference facilities, administrative support personnel and/or publishing. Contracts are usually negotiated on a cost sharing no fee basis (see FAR 16.303) and many times include multi-party funding agreements with other co-sponsors. Past awards ranged from $1,500 to $40,000 and include the Limitation of Funds clause at FAR 52.232-22. Current conference Co-Sponsor interests include but are not limited to the following themes: Alliances, coalitions and joint commend and control; Strategy for the ``War on Drugs'', Total force of the future, active component=reserve component 9AC-RC) mix, readiness, force relationships, contingency forces and mobility forces; Peacekeeping, peacemaking and peace enforcement; Non-traditional uses of military power; Ethnic and religious conflict; Power projection army; Strategic mobility; The pacific rim in the twenty first century; Technology XXI, the process required to leverage technological change to increase capability of the twenty first century; Process of change, the process required to change the army to meet the challenges of the twenty first century; Maintaining readiness in an era of declining resources; Roles and missions of the active component and reserve component interrelationships and synergy; The use of the armed forces in domestic assistance missions; The congress and the military - partners in national security; The legitimacy of using military force to install democracy around the world; and Global implications of microbial threats. Proposals are requested IAW the Broad Agency Announcement procedures of FAR 35.016 and 6.102(d)(2). This CBD notice is the solicitation and contains all the information necessary to submit a proposal. There are no RFP documents to request. Proposal must contain the following sections: (A) A cover letter signed by an individual authorized to commit your organization. This page is to include the BAA number above, proposed conference title and all technical, financial and administrative points of contact with E-Mail and regular mailing addresses, voice and FAX telephone numbers; (B) Short summary of the topic; conference objectives to be achieved and a description of the results or transferable product from a prospective users point of view; (C) Proposed conference agenda and methods, include concise summaries of the qualifications of key personnel and audience to be recruited; (D) Describe the deliverables and distribution thereof, with expected publication date, include a statement of proprietary (coyright) claims indicating none, if none exist; (E) Statement of work, citing specific tasks including estimated costs, also list planning milestones; (F) Description of the facilities proposed to be utilized; and (G) Describe all sources, amounts and application of funding or other resources to be used to support the proposed conference. All proposals must be submitted in original, however advanced copies sent by fax to 717-245-3053 or E-Mail or myersr@carlisle-emh2.army.mil will speed the process. The cut off date listed above is for administrative purposes only, proposals may be submitted at any time and will be evaluated on a continuing basis as they are received. The US Army War College initiates a formal technical decision process (peer review) and intends to respond within 30 days indicating interest in your proposal. If interest is generated, negotiations to influence conference content or cost share may be held. Technical evaluation criteria is described in the following descending order of importance: (1) Application to current and future needs in the proposed technical area; (2) Qualifications of key personnel and audience; (3) Understanding of the topic; (4) Degree of innovation and creativity; (5) Organizational past performance and; (6) Clarity of the proposal. The merit of the technical proposal will then be evaluated in relation to the value and realism of the costs proposed and prioritized based upon the availability of funds or other government resources. An individual proposal's evaluation will be based upon acceptability or unacceptability without regard to other proposals submitted under this announcement. The government reserves the right to select for award all, some or none of the proposals received. Only a warranted contracting officer may obligate funds. Historically Black Colleges and Universities (HCBU) are encouraged to submit and joint others in submitting proposals, however no potion of this BAA will be set aside for HCBU and MI participation, due to the impracticality of reserving discrete or severable areas of research.
