The U.S. Army War College, requests proposals for the development and delivery of classroom instruction on various ``windows based'' commercial software applications for its students, faculty and staff. There is a mandatory Army War College format to develop classroom instruction in one, two or three hour modules. The number and length of modules needed for each application will be approved by the Government. These developed modules are then to be scheduled on a irregular basis, to fit into free times during the students regular academic schedule, occasionally in the early evening and some Saturdays. Class size is up to 12 students per module. Instruction will be provided in two Carlisle Barracks government owned facilities with all software and hardware already installed. Last year an average of thirty-three (33) each, two hour modules per month were delivered. Award shall be made on a best value basis. Interviews with proposed principle module developer and/or classroom instructors may be conducted. A signed statement of availability is required. Contract will be fixed price, requirements type, see FAR 16.503 and include all travel costs in the unit prices. Contract period will be from 15 June 1996 to 14 June 2001. Bid opening date listed is approximate and is subject to change based on solicitation issue date. A site visit and pre proposal conference to answer questions will be held, date to be announced in the RFP. This procurement is 100% set aside for small business concerns; SIC Code 8243, size standard $5,000,000.
