The work to be performed under these specifications consists of removal and replacement of the existing ''B'' unit substation and ''C'' primary switch at Building 1192C and the existing 480 volt and 208 volt unit substations at Building 1229. Both buildings are located in the West Area of Langley Research Center. Contract duration 270 days. Estimated cost range between $250,000 and $500,000. All responsible sources may submit a bid which will be considered by the Agency. The Bid opening date of 5-1-96 is approximate. Solicitation available approximately 4-1-96. The proposed contract is 100 percent set aside for small business. An ombudsman has been appointed to hear concerns from offerors, potential offerors, and contractors during the preaward and postaward phases of this acquisition. The purpose of the ombudsman is not to diminish the authority of the contracting officer, the Source Evaluation Board, or the selection official, but to communicate concerns, issues, disagreements, and recommendations of interested parties to the appropriate Government personnel and to work to resolve them. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of formal contract disputes.
