announcement will serve as notice that the Space and Missile Systems
Center Test and Evaluation Directorate (SMC/TE), Kirtland AFB, NM
anticipates solicitation of the Rocket Systems Launch Program's (RSLP)
Sounding Rockets Program (SRP) Flight Test Services. The resulting
contract will provide enhanced capability and flexibility in the
development of SRP sounding rocket launch vehicles and launches, with
the use of Government Furnished Property (GFP) or commercial boosters,
to meet a wide variety of mission requirements. The contractor will be
required to integrate Minuteman or other booster stages with the GFP
payload, including guidance and control systems, targeting launch
vehicle, flight termination systems and resolution of range safety
issues, provide launch services, and perform post-launch analysis. The
contractor will develop, procure and build flight-test hardware, and
integrate and launch vehicles from ranges world-wide. The contract
period of performance will be for five years, and will require
flexibility in responding to unique technical requirements, vehicle
quantity and schedule changes. A Sources Sought Synopsis was published
in the CBD on 15 Aug 95 for this solicitation. The solicitation will
be released on or about 27 Mar 96. Contractual effort is anticipated to
be 5 years under a Firm Fixed Price, Multiple Award, Task Order,
Indefinite Delivery Indefinite Quantity contract. Interested parties
must request a copy of the Request for Proposals (RFP) in writing from
SMC/TEKL, Attn: Capt Michael A. Miller, 3550 Aberdeen Ave SE, Kirtland
AFB, NM 87117-5776, or by telefax at (505) 846-8518. Verbal requests
for a copy of the solicitation will not be honored. Firms having
already submitted a written request to receive the RFP, or having
submitted Statements of Capability in response to the Sources Sought
Synopsis, are already on the mailing list for the RFP and need not
respond to this NOCA. Foreign firms are advised they will not be
allowed to participate as the prime contractor. Information regarding
the SRP procurement is available via the internet on the Phillips
Laboratory Home Page (http://www.plk.af.mil/.). The Statement of
Objectives, Technical Requirements Document, a draft version of the
model contract, and work breakdown structure, are currently available
on the internet. An Ombudsman has been appointed to hear concerns from
offerors or potential offerors during the proposal development phase
of this acquisition. The purpose of the Ombudsman is to receive and
communicate serious concerns from potential offerors when an offeror
prefers not to use established channels to address concerns during the
proposal development phase of this acquisition. Potential offerors
should communicate first with the Contracting Officer to request
information, pose questions, and voice concerns before contacting the
Ombudsman. In those instances where offerors cannot obtain resolution
from the Contracting Officer, they are invited to contact the Phillips
