Deborah Coulter, Purchasing Agent, (301) 435-0366 Debra Hawkins,
Contracting Officer, (301) 435-0366. The National Heart, Lung, and
Blood Institute intends to negotiate with Philips Electronic
Instruments, 6440-A Dobbin Rd, Columbia, MD 21045, to purchase a one
(1) each, Slow-Scan CCD Camera PT #694/10B-2 and one (1) each, CRYO
Vacuum Control PT #PW6474/00 for a Philips CM120 Twin Electron
Microscope. The instrument must be capable of supporting imaging,
diffraction, electron energy loss spectroscopy, cryo-electron
microscopy, x-ray microanalysis, in with fixed beam and scanned beam
modes. The unit must incorporate dedicated microprocessor control of
all models of operation, including control and memory of all electron
optical and alignment parameters. The electron optical column must be
factory aligned with no mechanical parts except apertures. Must provide
a fully motorized 5-axis, side entry specimen stage with +70 degree
tilt. Specimen drift should be less than 0.3 nm per minute. Specimen
holders must be available for rapid specimen loading, and cryotransfer.
Specimen insertion must be through an automatic pre-pumped airlock with
high tension remaining on during specimen exchange. Vacuum should be
(2.7.x10-5 Pa, with partial pressure of water vapor (8x10-6 Pa.
Specimen area, gun area and column down to the final projector lens
must be pumped by an oil-free pump and not by an oil diffusion pump. A
pressure differential of 104 must be maintained between the plate
camera and the column with a differential aperture of diameter (0.2.mm.
Accelerating voltage should go up to 120 kV in steps of 20Kv. The
instrument must provide operation of a LaB6 source. All column
alignments should be carried out with electromagnetic beam deflectors.
There should be four illumination lenses: condenser 1, condenser 2,
mini-condenser, and objective- condenser. Illumination should stay
constant independent of magnification. The minimum TEM spot size should
be 2nm diameter. In all operating models the specimen must be in the
eucentric plane and at the optical and mechanical center of the
symmetrical objective lens. The spherical aberration constant should be
2mm. The chromatic aberration constant should be 2mm. Electrical
stability should be (2 ppm/minute at 120 kV. Smallest focal step should
be 3nm. Resolution should be 0.2nm line and 0.34 nm point. Objective
lens should have constant excitation from 400x to 450,000x
magnification. Imaging system should consist of five lenses: objective,
diffraction, intermediate, projector 1, projector 2. Magnification
range should be from 50x to 750,000x controlled from a single knob. The
camera length for diffraction should be variable from 30 to 5000 mm in
the selected area mode and up to 2000 m in the low angle mode. Film
camera should record images on 3.25''x4'' film with at least 50
exposures. Camera control should be completely electronic. Instrument
should supports STEM operation. Instrument should support
energy-dispersive x-ray microanalysis with low background and with at
least 0.13 steradians collection soild-angle. Instrument should support
retractable cryo anti-contamination blades so that both
energy-dispersive x-ray microanalysis with 0.3 steradian solid-angle
collection and contamination-free cryoelectron microscopy are possible
on the same instrument without breaking vacuum. Slow-scan CCD camera
must have a fiber optic coupling to a single crystal YAG scintillator
providing a detective quantum efficiency ) 0.5 for single electron
detection. Slow-scan CCD camera must be compatible with image
acquisition using Gatan Digital Micrograph software and compatible with
the Gatan Imaging Filter Spectrometer. It is anticipated award date of
4/1/96. This not a request for competitive proposal. However all
responses received before the closing date (3/26/96) of this
advertisement will be considered by the government. All responsible
sources may submit a quotation, which if timely received, shall be
considered by the agency. Responses must be submitted in writing to the
National Heart, Lung, and Blood, Institute, Contracts Operation Branch,
Procurement Section, Rockledge Building, Room 6143, 6701 Rockledge
Drive, Bethesda, MD 20817-7902, Attention: Ms Deborah Coulter. FAX
responses will only be accepted if dated and signed by an authorized
company representative. See Numbered Note(s): 22. (0072) Loren Data Corp. http://www.ld.com (SYN# 0264 19960313\66-0001.SOL)
