Completion - Twenty-Six (26) months. Survivable ATM program is to
design, develop, and test the protocols, signaling, and network
management system technology necessary for survivable end-to-end
operation of commercially based ATM communication systems in a dynamic
military theater environment. The contribution is a set of prototype
capabilities to support reliable performance of future deployed
military ATM subnetworks. Analysis of multimedia applications
requirements and Network Performance parameters will be used to
baseline specific survivability parameters for military ATM networks.
The ATM survivability parameters will be used to design and build
prototype capabilities into existing COTS/GOTS ATM products. Selected
survivability features will be tested and demonstrated under adverse
network conditions. A read library containing technical information
relating to this acquisition is available for review by potential
offerors at Rome Laboratory/C3BC, 525 Brooks Road, Rome, NY 13441-4505.

315-330-1869 at least 48 hours in advance. The successful contractor
may receive and/or generate technical data subject to export control in
the performance of the contract. Therefore, prospective offerors must
provide a completed and approved DD Form 2345 which certifies the
offeror is on the Certified Contractors Access List (CCAL) or the
offeror is seeking application to CCAL. The successful offeror must
have a completed and approved DD Form 2345 prior to award. For further

1-800-352-3572. The RFP will be released no sooner than 96MAR18.
Foreign participation is excluded at the prime contractor level. Secret
clearances will be required for performance. An Ombudsman has been
appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions, such as clarifications of the Statement of Work or
the terms and conditions, are not considered to be ''significant
concerns'' and should be communicated directly to the Contract
Specialist, Doug Rosenthal, 315-330-1957. The purpose of the Ombudsman
is not to diminish the authority of the contracting officer or program
manager, but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate Government personnel. The
Ombudsman for this acquisition is Vincent Palmiero, Chief, Policy and
Management Division, at 315-330-7746. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
the source selection process. No telephone requests for the
solicitation will be honored. All requests must be addressed to the
attention of the Contract Specialist, Doug Rosenthal, reference the
code C-6-2524, and contain the respondent's FAX number and Commercial
