(908)532-5486. Upcoming SCAMP Block II Market Survey. The CECOM
Acquisition Center and PM, Milstar (Army), in preparation for the
Single Channel Anti-Jam Manpackable (SCAMP) Block II Program, are
preparing a Market Survey Questionnaire for industry. This
questionnaire will be released on or about 19 Mar 1996 on the CECOM
Acquisition Center Electronic Bullentin Board. Background: The
Department of Defense has been developing Extremely High Frequency
(EHF) Satellite Communications Terminals since the mid 1980's as an
element of the Milstar satellite communications system. These terminals
provide enhanced low probability of intercept, low probability of
detection, and anti-jam performance capabilities required for
world-wide critical command and control communications. One of the key
objectives of the Milstar program is to provide this capability to
special operations and rapid deployment forces in a small, manpackable
configuration, otherwise known as the Block II Single Channel Anti-Jam
Manpackable (SCAMP) terminal. To achieve the objective Block II SCAMP
terminal, various technology efforts have been undertaken by the Army,
ARPA and other DOD agencies in an effort to facilitate the achievement
of a smaller and lighter EHF terminal. The successes achieved in these
engineering feasibility efforts lead to the next step in the program;
the development of the Block II SCAMP. The questionnaire will address
expected capabilities of the Block II terminal, reflecting the
existing Milstar Advanced Satellite Terminal (MAST) Operational
Requirements Document (ORD) and the concept of Cost as an Independent
Variable (CAIV). Responses are expected the week of 29 April 96. The
Government will support one-on-one meetings between Industry and the

ARMY COMMUNICATIONS ELECTRONICS COMMAND (CECOM) HAS ESTABLISHED AN
ELECTRONIC BULLETIN BOARD (EBB) TO PROVIDE ELECTRONIC TRANSMITTAL OF
REQUEST FOR PROPOSALS (RFPs) AND INVITATIONS FOR BIDS (IFBs) FROM
GOVERNMENT TO INDUSTRY. ALL INTERESTED PARTIES WISHING TO DO BUSINESS
WITH CECOM ARE INVITED TO ACCESS, OPERATE, SEND AND RECEIVE DATA FROM
THE CECOM EBB SYSTEM. TO BECOME A USER OF THE EBB, YOU WILL NEED AN
IDENTIFICATION CODE AND PASSWORD IN ADDITION TO A COMPUTER TERMINAL
EQUIPPED WITH THE NECESSARY HARDWARE AND SOFTWARE TO INTERFACE WITH THE
EBB SYSTEM. A USER'S IDENTIFICATION CODE AND PASSWORD WILL BE ISSUED
UPON REQUEST ALONG WITH INSTRUCTIONS FOR DOWNLOADING THE EBB USER'S
