Specialist, (202) 366-9570 Currently NHTSA has an on-going project with
Mid-America Research Institute in which a study is systematically
examining a variety of existing enforcement programs to identify the
specific factors that impede detection, field investigation, case
filing, prosecution and conviction of drivers at illegal Blool Alcohol
Concentrations (BACs). The on-going study will also identify potential
systemic improvements that may remove or ameliorate the impeding
factors problems that impede detection, apprehension, field
investigation, arrest, suspect processing, case preparation and
conviction of drivers who violate various BAC limits. The objectives of
this new procurement are to review the findings of the current project;
combine previously identified potential systemic improvements into new
programs for enforcing BAC limits; determine which of the new programs
have the greatest potential for success; and field test the most
promising program(s) to determine its effectiveness. This study shall
produce the following: (1) detailed specifications of alternate
enforcement/adjudication/ sanctioning programs for boosting compliance
with a variety of BAC limits; (2) descriptions of methods of measuring
program effectiveness; (3) evidence of program effectiveness in a field
test context; (4) documents, manuals and other materials that may
assist jurisdictions that wish to implement the programs in the future;
and (5) a final report that describes all work performed and summarizes
the results. It is contemplated that a cost reimbursement type contract
will be awarded for this effort. The anticipated period of performance
is twenty-four (24) months This solicitation will be mailed to those
organizations responding in writing to this announcement. The
